o We then shifted our focus to engaging on issues around policy related to composting <br />and compost facilities as well as engagement with brands and packagers around <br />strategy for when to design packaging as compostable versus recyclable. This has <br />included on of our Co -Presidents, Lynn Hoffman, sitting on the board of the <br />Minnesota Compost Council. <br />Cost Impact: The cost for each household to participate in the initial opt -in program will be <br />approximately between $5.00 and $8.00 per month, and costs associated with initial outreach <br />and education on preventing wasted food and backyard composting would also be negotiated <br />based on the city's goals and priorities. The exact cost of the whole program will be <br />determined with the City based on the following items that would need to be negotiated and <br />agreed to: Responsibility for billing and collection process for delinquent billing, how much <br />promotion and education will be done (and funded) by the City and how much will be done <br />by the vendor, and responsibility for the purchase of the carts and cart ownership. <br />Proposed Community Values Plan <br />Respondents must identify their proposal to meet Roseville's community values, including <br />but not limited to the questions and specific examples below.
