Roll -out for the program will happen as follows: <br />• Stage One: Recruitment (Prior to launch of collections) —As soon as a household expresses <br />an interest in joining the program they will be placed on the pending list. (Once 200 <br />households in any Collection Day have opted -in, collections will launch. See description of <br />Stage Two.) During this recruitment period each household will be provided with educational <br />information on preventing wasted food and on backyard and/or worm composting. These <br />tools can help to reduce the amount of edible food that a household wastes, enabling up to <br />$96 per month in savings from preventing wasted food. They will be given tips and tools to <br />help them shop smarter, store foods so they last longer, and be creative with leftovers and the <br />bumper crops of things like zucchini. They will also receive education and support for <br />backyard composting and worm composting so they have the ability to begin some <br />composting right away. All of these households will be invited to attend preventing wasted <br />food and backyard/worm composting workshops. <br />• Stage Two: Opt -In Collections Launch (Participation of minimum of 200 Households <br />within one Collection Day) —Once interest in participation reaches at least 200 households in <br />a single collection day section, a 64 gallon organics cart will be delivered to the interested <br />households and we will begin weekly collection. With their cart, each household will receive <br />education about what types of material can be placed in the organics cart and what items not <br />to include. The carts will have an in -mold label on the top (similar to the recycling carts) that <br />provides this information as well. <br />Stage Three: Citywide Program (Over 30%Participation Citywide) —Once more than 30% <br />of households in Roseville have opted -in to the organics collection program, we will begin <br />negotiations with the City to launch the program citywide. Upon this change, every resident <br />will receive a cart and information about preventing waste food, backyard/worm composting, <br />and how to participate in the citywide organics collection program. The price for citywide <br />collection will be different than the opt -in phase and negotiated based on information <br />gathered during the opt -in phase. <br />• Documented Performance: <br />In 2011 and 2012 we conducted an organics pilot program that included curbside <br />collection in the Macalester-Groveland neighborhood of Saint Paul. The program <br />used the same zero -waste model where wasted food prevention and backyard/worm <br />composting education was given before the launch of curbside collection. The <br />program was opt -out so everyone received a cart and educational materials and called <br />us if they did not want to participate. The participation rate in the area where curbside <br />collection was offered was over 63%. The program was well received by residents. <br />In addition, Eureka Recycling was the first hauler in the metro area to provide <br />organics collection for commercial entities starting in 2008. We grew this service <br />from a pilot with five restaurants to over 80 customers that included retirement <br />homes, schools, restaurants, and institutions. We sold this business unit in 2008 as we <br />felt that the marketplace had matured enough to provide ample offerings from other <br />haulers for food waste collection. <br />RFP for City of Roseville Recycling Services • D-16 <br />
