<br />VILLAGE COUNCIL OF ROSEVILLE <br />Regular Meeting Tues. July 7, 1953 at 2:eD P.M. <br /> <br />The Village Council met on the above date with the following members <br />present: Carlson, Willmus, Membrez, Connor and Hammersten. Milner <br />Carley, Village Engineer, and Ira Karon, Village Attorney, were also <br />present. <br /> <br />Carlson moved, Willmus seconded, that the reading of the minutes <br />be waived and approved according to copies furnished each member of the <br />Council. Roll call Ayes-(5) Nayes-(O). <br /> <br />John Wagoner from Josephine Beach appeared concerning the speed of <br />boats on the lake. More than one-half of Lake Josephine is in Arden <br />Hills, and they have a 71 mile an hour speed limit. He would like to <br />have the Village put some control of speeding on the north side of the <br />lake so that the speeds are uniform. <br /> <br />Mr. Wagoner also tnquired if there could be a curfew on the closing <br />time for public beaches. <br /> <br />Membrez moved, Hammersten seconded, that Mr. Karon investigate and <br />see what other places have and draw up the necessary ordinance for study <br />at the next meeting. This should include both a control on the speed <br />of boats and a curfew for the beaches. Roll call Ayes-(5) Nayes-( 0). <br />of <br />Mr. Cliff Larson and his partner /(Suburban Pick-Up Service) came <br />to explain their garbage pick-up to the Council. They now operate on a <br />part-time basis but would like to expand their service into a full time <br />business and would like a license. They now have two trucks and could <br />get more help whenever needed. They could furnish bond to the Village <br />to assure service, and work out a route so that the Clerk would know <br />where collections were being made.each d$f. <br /> <br />Mr. Karon stated we could provide a licensing ordinance with pro- <br />visions so that the hit-and-miss operators would not operate because of <br />the bond, insurance and other requirements, but anyone who could comply <br />with the ordinance could have a license. Hammersten moved, Connor <br />secondeè, that the attorney draw up an ordinance regulatin~ the collect- <br />ion of garbage and rubbish. Roll call Ayes-(5) Nayes-(O). <br /> <br />Mr. Larson also stated that they are now using Shifsq's dUlllp but <br />wanted to know if another location would be available if needed in the <br />future. They were told that it is now their responsibility to get rid <br />of what they collect. <br /> <br />Clayton Risdall of 1707 Lydia appeared to ask permission to add on <br />to an 18 x 22 structure on his property and use it for a dwelling. He <br />was told to make a plan and present it to the building inspector and <br />see if it passed the code. <br /> <br />A. J. Schmitz of 925 Lovell appeared to ask an extension of time <br />on the order to stop operating his business of making louvres on residence <br />property. It was originally set for July 7th. Mr. Bucher of Moundsview <br />Township and Vincent Courtney, attorney, had written to the Clerk stating <br />that Mr. Schmitz has purchased property in Moundsview for his business <br />and it is in the process of being rezoned. Membrez moved, seconded by <br />Carlson, that the time be extended for another sixty è~s.
