RAMSEY COUNTY <br />in Figure 3, crosswalks implemented along urbanized roads should be supplemented by a RRFB most, if not all, <br />of the time as a rule of thumb. <br />The Rural Landscape: As Ramsey County is one of seven counties located within the metropolitan area of the <br />state of Minnesota, rural land use is minimal. This landscape is generally characterized by roads with higher (at <br />or above 45 mph) speed limits, low pedestrian and vehicular volumes, less street lighting, longer distances <br />between intersections, and overall a different environment for motorists and pedestrians alike. Due in part to <br />these traffic features, rural thru-stop controlled intersections tend to have higher crash and severity rates than <br />their urban counterparts. The procedure for a rural crosswalk evaluation takes into account these features <br />(traffic volume, speed limit, etc.), which differ from those considered for an urban environment, as seen in <br />Figure 3. <br />RAMSEY COUNTY 5 <br />
