RAMSEY COUNTY
in Figure 3, crosswalks implemented along urbanized roads should be supplemented by a RRFB most, if not all,
of the time as a rule of thumb.
The Rural Landscape: As Ramsey County is one of seven counties located within the metropolitan area of the
state of Minnesota, rural land use is minimal. This landscape is generally characterized by roads with higher (at
or above 45 mph) speed limits, low pedestrian and vehicular volumes, less street lighting, longer distances
between intersections, and overall a different environment for motorists and pedestrians alike. Due in part to
these traffic features, rural thru-stop controlled intersections tend to have higher crash and severity rates than
their urban counterparts. The procedure for a rural crosswalk evaluation takes into account these features
(traffic volume, speed limit, etc.), which differ from those considered for an urban environment, as seen in
Figure 3.
RAMSEY COUNTY 5
