F. Additional Conditions of Approval: The Community Development Department may add conditions to 2362 <br />an administrative deviation approval in order to mitigate the impact(s) of a reduced building or 2363 <br />driveway setback on adjacent properties. The Administrative Deviation Review Committee may 2364 <br />recommend such conditions but such conditions shall be imposed or remitted at the discretion of the 2365 <br />Community Development Department. 2366 <br />1009.02: CONDITIONAL USES 2367 <br />A. Purpose: Several land uses and structures have been designated as conditional uses in certain zoning 2368 <br />districts; the purpose of the conditional use review process is to ensure that proposed conditional uses 2369 <br />will satisfy applicable standards and criteria established for the protection of the public health, safety, 2370 <br />and general welfare. Particular conditional uses may be subject to specific requirements in addition to 2371 <br />the general standards and criteria pertaining to all conditional uses, and any conditional uses may be 2372 <br />approved with conditions considered reasonable and necessary to enhance compatibility with 2373 <br />surrounding uses. 2374 <br />B. Applications: The owner of property on which a conditional use is proposed shall file an application 2375 <br />for approval of the conditional use by paying the fee set forth in Chapter 314 of this Code and 2376 <br />submitting a completed application form and supporting documents as set forth on the application 2377 <br />form. In addition, for applications pertaining to City-owned land in a Park and Recreation District, the 2378 <br />proposed conditional use shall be reviewed for recommendation by the Parks and Recreation 2379 <br />Commission prior to submission of an application for approval. Complete applications shall be 2380 <br />reviewed in a public hearing before the Planning Commission and acted upon by the City Council 2381 <br />according to the process set forth in Chapter 108 of this Code. If a proposed conditional use is denied, 2382 <br />an application for substantially the same conditional use on the same property shall not be accepted 2383 <br />within 1 year of the date of the denial. 2384 <br />C. General Standards and Criteria: When approving a proposed conditional use, the Planning 2385 <br />Commission and City Council shall make the following findings: 2386 <br />1. The proposed use is not in conflict with the Comprehensive Plan; 2387 <br />2. The proposed use is not in conflict with any Regulating Maps or other adopted plans; 2388 <br />3. The proposed use is not in conflict with any City Code requirements; 2389 <br />4. The proposed use will not create an excessive burden on parks, streets, and other public facilities; 2390 <br />and 2391 <br />5. The proposed use will not be injurious to the surrounding neighborhood, will not negatively 2392 <br />impact traffic or property values, and will not otherwise harm the public health, safety, and 2393 <br />general welfare. 2394 <br />D. Specific Standards and Criteria: When approving the conditional uses identified below, all of the 2395 <br />additional, specific standards and criteria shall apply. 2396 <br />1. Animal Boarding, Animal Day Care, Kennel: If outside exercise runs or other outdoor activities 2397 <br />are contemplated, the following standards shall be met: 2398
