a. Low Density Residential 1 and 2 (LDR1 and LDR2) (LDR) and Low to Medium Density 3256 Residential (LMDR) Property: For the purpose of selling, renting or leasing any LDR1 and 3257 LDR2 LMDR property, a real estate sign not in excess of ten square feet in gross surface area 3258 in single and two-family districts may be placed within the front yard or in the public street 3259 right of way beyond the front yard. No part of the sign shall be closer than 6 feet from the 3260 curb. If there is a sidewalk, no part of the sign shall be closer than two feet from the edge of 3261 the sidewalk. 3262 8. Security System Signs: Signs identifying the presence of a security or alarm system are allowed 3263 not to exceed two square feet. 3264 9. Window Signs: Signs affixed to or painted on windows or placed within 36 inches of a window to 3265 be viewed from the exterior of the building shall not occupy more than 25% of the total window 3266 area, nor shall they be placed in a location that would block the view into the building from a 3267 public street of the clerk's or cashier's area. Under no circumstances shall the total area of window 3268 signage exceed ½ the allowable area of wall signage for the affected building. 3269 10. Signs that are affixed to City-owned light poles or standards that contain information advertising 3270 the City itself or City events, provided the signs are located in non-residential areas, have been 3271 approved by the City Council and City Public Works Director or the Director’s designee. (Ord. 3272 1367, 5-12-2008) 3273 1010.10: DYNAMIC DISPLAYS 3274 A. Dynamic Display: Any sign using a dynamic display, in whole or in part, must meet the following 3275 operational standards: 3276 1. Duration: In all districts, the full sign image or any portion thereof must have a minimum duration 3277 of 25 seconds and must be a static display. No portion of the image may flash, scroll, twirl, 3278 change color, or in any manner imitate movement. 3279 2. Transition: In all districts where the full sign image or any portion thereof changes, the change 3280 sequence must be accomplished by means of instantaneous repixalization. Fading, dissolving, 3281 scrolling, traveling, or any transition that creates the illusion of movement is prohibited. 3282 3. Brightness: The dynamic display sign must not exceed a maximum illumination of 5,000 nits 3283 (candelas per square meter) during daylight hours and a maximum illumination of 500 nits 3284 (candelas per square meter) between dusk to dawn as measured from the sign’s face at maximum 3285 brightness. 3286 4. Dimmer Control: Electronic graphic display signs must have an automatic dimmer control to 3287 produce a distinct illumination change from a higher illumination level to a lower level for the 3288 time period between one half-hour before sunset and one half-hour after sunrise. 3289 5. Fluctuating or Flashing Illumination: No portion of any dynamic display sign may fluctuate in 3290 light intensity or use intermittent, strobe or moving light or light that changes in intensity in 3291 sudden transitory bursts, streams zooms, twinkles, sparkles, or in any manner that creates the 3292 illusion of movement. 3293
