Video Display: No portion of any dynamic display sign may change its message or background in 3294 <br />a manner or by a method of display characterized by motion or pictorial imager, or depict action 3295 <br />or a special effect to imitate movement, or the presentation of pictorials or graphics displayed in a 3296 <br />progression of frames that give the illusion of motion or the illusion of moving objects, moving 3297 <br />patterns, or bands of light or expanding or contracting shapes. 3298 <br />7. Time and Temperature: A display of time, date, and temperature must remain for at least 60 3299 <br />seconds before changing to a different display. However, individually, the time, date, or 3300 <br />temperature information may change no more often than once every 10 seconds. 3301 <br />1010.11: MASTER SIGN PLANS 3302 <br />A. Purpose: The purpose of a Master Sign Plan is to establish a fair and equitable process for complex 3303 <br />signage situations that accommodate the need for a well- maintained, safe, and attractive community, 3304 <br />and the need for effective communications including business identification. 3305 <br />B. Effect of Master Sign Plan: Upon approval of a Master Sign Plan, all future signs shall conform to the 3306 <br />Master Sign Plan. Modifications to the provisions of the Master Sign Plan may be granted only with 3307 <br />the approval of an amended Master Sign Plan. 3308 <br />C. Required: A Master Sign Plan is required for: 3309 <br />1. Building complexes 3310 <br />2. Multi-tenant structures 3311 <br />3. Covered mall buildings, shopping centers, or strip malls 3312 <br />4. Planned unit developments 3313 <br />5. Area identification signs 3314 <br />6. Churches/places of worship/institutions/schools 3315 <br />7. Unified Development 3316 <br />D. Guideline: Where applicable the underlying signage requirements of Section 1010.05 shall be used as 3317 <br />the minimum base standard for signage in the proposed Master Sign Plan. 3318 <br />E. Criteria: To assist property owners and their tenants with signage needs, the City has established the 3319 <br />following criteria that shall be used in developing, reviewing, and approving each Master Sign Plan. 3320 <br />1. Location: No freestanding sign shall be located closer than five feet to a property line, roadway 3321 <br />easement, or other public easement. No freestanding sign shall be erected that, by reason of 3322 <br />position, shape, or color, would interfere in any way with the proper functioning or purpose of a 3323 <br />traffic sign or signal. No freestanding sign shall be located within the Traffic Visibility Triangle. 3324 <br />No freestanding sign shall impede/impair traffic. 3325 <br />2. Quality: All signage shall improve the aesthetics or functional use of the site. All freestanding 3326 <br />signs shall include materials that complement the architectural design/existing building materials, 3327 <br />including but not limited to face brick, natural or cut stone, integrally colored concrete masonry 3328 <br />units/rock faced block, glass, pre-finished metal stucco or similar cementation coating, and/or 3329 <br />factory finished metal panels. Landscaping may be integrated into any freestanding sign. 3330
