mixed-use, employment, or institutional district requires a two- thirds majority of all members of the 1005 <br />City Council. 1006 <br />1002.06: AUTHORITY AND DUTIES FOR ADMINISTRATION 1007 <br />The City officials and bodies identified in this section, without limitation upon such authority as each may 1008 <br />possess by law, have responsibility for implementing and administering this Title. 1009 <br />A. Community Development Department 1010 <br />1. Membership: The Community Development Department shall be comprised of positions created 1011 <br />by the City Council which are primarily responsible for matters related to land use, zoning, 1012 <br />building permits, code enforcement, and development. 1013 <br />2. Duties: The Community Development Department shall have the following responsibilities: 1014 <br />a. Conduct inspections of buildings and uses of land to determine compliance with the 1015 <br />provisions of this Title; 1016 <br />b. Maintain permanent and current records of this Title, including, but not limited to, all 1017 <br />associated maps, amendments, conditional uses, variances, and appeals; 1018 <br />c. Receive, file, and forward all applications for building permits, appeals, variances, 1019 <br />conditional use, interim use, zoning ordinance amendments, or other matters to the 1020 <br />appropriate decision-making body; 1021 <br />d. Hold pre-application meetings, as necessary; 1022 <br />e. Make a determination of compliance with this Title on all applications for building permits, 1023 <br />land use applications, and certificates of occupancy; 1024 <br />f. Provide zoning information to residents and others upon request; and g. Interpret the 1025 <br />provisions of this Title. 1026 <br />B. Development Review Committee: 1027 <br />1. Membership: The Development Review Committee (DRC) shall be composed of City staff 1028 <br />members representative of departments and/or divisions of the City dealing with various aspects 1029 <br />of development and land use. 1030 <br />2. Duties: The DRC shall have the following responsibilities: 1031 <br />a. Reviewing land use applications for conformance with the technical requirements of this 1032 <br />Code, maintaining a schedule for processing the application within the time frames of this 1033 <br />Code and of State law, and as necessary, meeting with applicants and soliciting comments of 1034 <br />other public agencies; and 1035 <br />b. To determine land use application completeness and to develop appropriate information and 1036 <br />recommendations in order to adequately and appropriately advise City Commissions and the 1037 <br />City Council on land use applications. 1038 <br />3. Meetings: The DRC shall meet when necessary as land use applications are received and/or other 1039 <br />proposed developments require review and comment of the full committee. 1040
