C. Administrative Deviation Committee: 1041 1. Membership: The Administrative Deviation Committee (ADC) shall comprise members of the 1042 Development Review Committee from the Public Works and Community Development 1043 Department. 1044 2. Duties: The ADC shall review applications for administrative deviation made pursuant to Section 1045 1009.01 of this Title, and provide recommendations pertaining to the approval or denial of the 1046 request to the Community Development Director. 1047 3. Meetings: The ADC shall meet as necessary to review and process Administrative Deviation 1048 applications. 1049 D. Master Sign Committee: 1050 1. Membership: The Master Sign Plan Committee shall be composed of members of the Community 1051 Development Department and, when deemed necessary, other members of the City staff may be 1052 invited to attend and provide comments and a recommendation regarding a proposed Master Sign 1053 Plan (MSP). 1054 2. Duties: The Master Sign Plan Committee shall have the following responsibilities: 1055 a. To establish fair and equitable criteria for complex signage situations that accommodates the 1056 need for a well-maintained, safe, and attractive community, and the need for effective 1057 communications including business identification. 1058 b. To review proposed MSP’s and their specifications for conformance with the technical 1059 requirements of Chapter 1010 of this Title. 1060 c. To provide applicants with necessary and/or applicable modifications in accordance with 1061 MSP criteria. 1062 d. To approve all Master Sign Plans. 1063 3. Meetings: The Master Sign Plan Committee shall meet as necessary to take action on submitted 1064 MSP applications. 1065 E. Planning Commission: 1066 1. Membership and organization of the Planning Commission is established in Chapter 201 of the 1067 City Code. 1068 2. Duties: The Planning Commission shall have the following responsibilities: 1069 a. Hear and make recommendations to the City Council regarding all applications for 1070 conditional uses; 1071 b. Hear and make recommendations to the City Council regarding applications for interim uses; 1072 c. Hear and make recommendations to the City Council regarding all applications for an 1073 amendment to this Title, both text amendments and amendments to the district boundaries on 1074 the Official Zoning Map; 1075 d. Review this Title from time to time and make recommendations to the City Council that 1076 changes be initiated; 1077
