C. Administrative Deviation Committee: 1041 <br />1. Membership: The Administrative Deviation Committee (ADC) shall comprise members of the 1042 <br />Development Review Committee from the Public Works and Community Development 1043 <br />Department. 1044 <br />2. Duties: The ADC shall review applications for administrative deviation made pursuant to Section 1045 <br />1009.01 of this Title, and provide recommendations pertaining to the approval or denial of the 1046 <br />request to the Community Development Director. 1047 <br />3. Meetings: The ADC shall meet as necessary to review and process Administrative Deviation 1048 <br />applications. 1049 <br />D. Master Sign Committee: 1050 <br />1. Membership: The Master Sign Plan Committee shall be composed of members of the Community 1051 <br />Development Department and, when deemed necessary, other members of the City staff may be 1052 <br />invited to attend and provide comments and a recommendation regarding a proposed Master Sign 1053 <br />Plan (MSP). 1054 <br />2. Duties: The Master Sign Plan Committee shall have the following responsibilities: 1055 <br />a. To establish fair and equitable criteria for complex signage situations that accommodates the 1056 <br />need for a well-maintained, safe, and attractive community, and the need for effective 1057 <br />communications including business identification. 1058 <br />b. To review proposed MSP’s and their specifications for conformance with the technical 1059 <br />requirements of Chapter 1010 of this Title. 1060 <br />c. To provide applicants with necessary and/or applicable modifications in accordance with 1061 <br />MSP criteria. 1062 <br />d. To approve all Master Sign Plans. 1063 <br />3. Meetings: The Master Sign Plan Committee shall meet as necessary to take action on submitted 1064 <br />MSP applications. 1065 <br />E. Planning Commission: 1066 <br />1. Membership and organization of the Planning Commission is established in Chapter 201 of the 1067 <br />City Code. 1068 <br />2. Duties: The Planning Commission shall have the following responsibilities: 1069 <br />a. Hear and make recommendations to the City Council regarding all applications for 1070 <br />conditional uses; 1071 <br />b. Hear and make recommendations to the City Council regarding applications for interim uses; 1072 <br />c. Hear and make recommendations to the City Council regarding all applications for an 1073 <br />amendment to this Title, both text amendments and amendments to the district boundaries on 1074 <br />the Official Zoning Map; 1075 <br />d. Review this Title from time to time and make recommendations to the City Council that 1076 <br />changes be initiated; 1077
