The City will, at its discretion, use the W16-9p in street "Stop for Pedestrian in <br />Crosswalk" sign at crosswalks near schools or at other high volume crossings. These <br />signs shall be rotated around the City at various qualifying crosswalks. The City will not <br />install "permanent" in street crosswalk signs. <br />3. Active Crosswalk Treatments (signals and flashers) <br />a. Traffic Signal <br />Traffic signals may be installed when warrants are met in accordance with the <br />MN MUTCD. Signals must meet warrants as established by the agency with jurisdiction <br />over the roadway. <br />b. Pedestrian Hybrid Beacon (HAWK) <br />Pedestrian Hybrid Beacons are not candidate crosswalk treatments for roadways under <br />the jurisdiction of the City of Roseville. <br />c. Rectangular Rapid Flashing Beacon (RRFB) <br />RRFBs may be used based on engineering study as an enhancement to a crossing. <br />When used, they shall be actuated, so that they are only operating when pedestrians <br />are present. Generally, RRFB's will only be used where there is a multi -lane threat, <br />visibility is restricted, the crosswalk serves a school or regional/park trail crossing, or <br />traffic volumes are in excess of 3,000 ADT on a City roadway. <br />4. Roadway Features <br />a. Curb Extensions <br />Curb extensions or bulb -outs may be used based on engineering study to <br />shorten the length of the crosswalk and/or improve the sight distance of and for <br />the pedestrian. These will be strongly considered for all mid -block crossings. <br />b. Medians <br />Medians may be used based on engineering study on streets with two-way traffic <br />flow to allow for the pedestrian to cross one direction of traffic at a time and have <br />a safe refuge in the roadway. The minimum median width for pedestrian refuge <br />is 6 feet, but the design should be based on the pedestrian demand. Medians will be <br />considered where there is sufficient space for the installation of a median (such as a <br />center left turn lane) and volumes are in excess of 3,000 ADT on a City roadway. <br />
