Attachment B Њ Revised August 26, 2019January 10, 2022 Ћ Ќ Ѝ Roseville City Council Ў and Advisory Commission Џ Rules of Procedure А Б В Rules Pertaining to Both the City Council and Commissions: ЊЉ ЊЊ Rule 1 RosenbergÓs Rules of Order ЊЋ The City adopts RosenbergÓs Rules of Order for all meetings. ЊЌ ЊЍ Rule 2 Electronic and/or Paper Agenda Packets ЊЎ In an effort to reduce the amount of paper generated, documents will be made available ЊЏ electronically, when feasible. ЊА ЊБ Rule 3 Public Comment ЊВ The City will receive public comment at meetings in accordance with the following guidelines: ЋЉ ЋЊ a.Public Comment at the beginning of a meeting and not pertaining to an agenda ЋЋ item is for the purpose of allowing the public the opportunity to express their ЋЌ viewpoints about policy issues facing their City government. Comments will ЋЍ be limited to 3 minutes per speaker or a different amount of time at the ЋЎ discretion of the chair. ЋЏ ЋА b.Public Comment pertaining to agenda items is for the purpose of allowing any ЋБ member of the public an opportunity to provide input on that item. These ЋВ public comments will generally be received after the staff presentation on that ЌЉ agenda item and before discussion and deliberation. These public comments ЌЊ are also limited to 3 minutes per speaker or a different amount of time at the ЌЋ discretion of the chair. ЌЌ ЌЍ c.Members of the public are always free, and encouraged, to reduce to writing ЌЎ their comments about city business and to submit written comments before, ЌЏ during, or after a meeting. ЌА ЌБ d.Signs may be held and displayed during meetings but only at the back of the ЌВ Council Chambers so that the view of the seated audience is not obstructed. ЍЉ ЍЊ e.Public comment, like staff and Council or commission member comments, ЍЋ will pertain to the merits of an issue; personal attacks will be ruled out of ЍЌ order. ЍЍ ЍЎ
