REQUEST FOR COUNCIL ACTION <br />Date: April 27, 2020 <br />Item No.: 9.c <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Contract for 2020 Drainage Improvement <br />Project <br />1 B ACKGROUND <br />2 The 2020 Drainage ImprovementProject consists of various drainage and grading improvements across <br />3 the City. Plans and specifications were developed for the project and bids were solicited in April. <br />4 The contract includes three separate projects in three different locations (Attachment B) of the City. All <br />5 segments are funded by the Storm Sewer Utility Fund. <br />6 Acorn Park – Replacement of a storm structure in Acorn Parkthat is failing. <br />7 Central Park – Floodplain mitigation to offset filling of the floodplain related to the bituminous <br />8 overlays of the pathways in Central Park which is part of the 2020 Pathway project. Since the <br />9 pathway is in the floodplain, any fill in the floodplain must be offset elsewhere. Work involves <br />10 removing trees, excavating and hauling material, wetland restoration, and turf establishment. <br />11 Brenner Pond – This project involves the installation of an iron-enhanced filtration basin in the <br />12 Brenner Millwood neighborhood on an existing City owned lot. This lot was purchased in <br />13 April 2011 due to poor drainage. The new basin will provide water quality treatment to better <br />14 protect Lake Owasso and will also reduce flooding in the neighborhood. Work involves tree <br />15 removal, grading, excavating, installation of storm sewer, seeding a native shortgrass prairie <br />16 (pollinator friendly), and turf restoration. Additional landscaping and tree replacement will be <br />17 done under a separate contract after the project is completed. <br />18 The bids were opened at 11:00 a.m. on Friday, April 17, 2020. Four qualified bids were received for <br />19 this year’s project. After thorough review of the bids received, staff recommends awarding the project. <br />20 P OLICY O BJECTIVE <br />21 Based on past practice, the City Council has awarded the contract to the lowest responsible bidder. For <br />22 the 2020 Drainage Improvement Project, the apparent low bidder was Frattalone Companies, with a bid <br />23 of $252,787.75.
