REQUEST FOR COUNCIL ACTION <br />Date: April 27, 2020 <br />Item No.: 9. <br />Department Approval City Manager Approval <br />Item Description: Consider Authorizing the Mayor and City Manager to Enter into a <br />Memorandum of Understanding with Collective Bargaining Units for <br />Emergency Pandemic Leave in Response to COVID-19 <br />1 B ACKGROUND <br />2 The City is committed to the health of our employees and the citizens we serve.We are regularly <br />3 monitoring the COVID-19 requirements related to employment and public service through the <br />4 CDC, the Minnesota Department of Health, our community health agencies and other health <br />5 resources. The speed at which developments are occurring related to the COVID-19 pandemic is <br />6 requiring planning and policy development that is being constantly reviewed, revised and <br />7 updated. <br />8 <br />9 Emergency Pandemic Leave was created as part of a strategic effort to continue providing <br />10 services in Roseville while keeping our residents and employees safe. The services provided by <br />11 local government are essential functions, and as such, City of Roseville employees are expected <br />12 to work as required by their department, unless there is a COVID-19 health-related reason they <br />13 are unable to work. <br />14 <br />15 Emergency Pandemic Leave is one part of a plan created to help lessen the impact of COVID- <br />16 19 on employees, thereby ensuring health is a priority while also attempting to limit the spread <br />17 of the virus. The other pieces of the plan include: <br />18 <br />19 Educating employees on steps to help protect themselves (wash hands, avoid close <br />20 contact, stay home when sick). <br />21 Implementing additional cleaning and disinfecting procedures to ensure a safe working <br />22 environment for employees. <br />23 Developing and implementing a plan for employees to work remotely or telework. This <br />24 was implemented during the period of March 16 – March 30. Steps were taken to <br />25 stagger or limit exposure for those employees who were required to still report to work <br />26 to accommodate social distancing guidelines. <br />27 During the Governor’s Executive Order 20-20 directing Minnesotans to Stay Home <br />28 from March 27 – April 10, 2020 (and subsequently extended to May 3, 2020), <br />29 employees continue to work remotely and have set up alternative service delivery <br />30 models to continue providing services to residents and customers. <br />31 Emergency Pandemic Leave is a paid leave benefit available to benefit-eligible employees only <br />32 during the COVID-19 pandemic from April 13, 2020 – December 31, 2020.
