MEMORANDUM OF UNDERSTANDING <br />FOR EMERGENCY PANDEMIC LEAVE <br />IN RE: MASTER LABOR AGREEMENT BETWEEN <br />THE CITY OF ROSEVILLE AND LAW ENFORCMENT LABOR <br />SERVICES, INC. <br />WHEREAS, the City and LELS are parties to a labor agreement governing an <br />WHEREAS, the agreement is effective as of January 1, 2019, through December <br />31, 2021; <br />WHEREAS, on March 13, 2020, the Governor of the State of Minnesota declared <br />a peacetime state of emergency regarding the impact of the COVID-19 pandemic; <br />WHEREAS, on March 16, 2020, the Mayor of the City of Roseville declared a <br />local emergency regarding the impact of the COVID-19 pandemic; <br />WHEREAS, the City has enacted an Emergency Pandemic Leave policy in <br />response to the impact of the COVID-19 pandemic on the operations of City <br />functions; and, <br />WHEREAS, the parties wish to memorialize in writing their mutual understanding <br />and consent to an additional term and condition of their agreement. <br />NOW, THEREFORE, based upon the above recitals and intending to be bound by <br />the below terms and conditions, the parties enter into the following Memorandum <br />of Understanding: <br />1.-referenced Agreement shall be supplemented by the <br />terms and conditions of the following City policy: <br />EMERGENCY PANDEMIC LEAVE POLICY <br />2.All <br />are set forth in the attached Exhibit A. <br />3.The amendments contained in the Memorandum of Understanding will be <br />effective as of April 13, 2020, notwithstanding the dates of signature of the <br />parties below. <br />Њ <br /> <br />
