Emergency Pandemic Leave for COVID-19 <br />Purpose <br />Emergency Pandemic Leave was created as part of a strategic effort to keep providing services in <br />Roseville while keeping our residents and employees safe. The services provided by local government <br />are essential functions, and as such, City of Roseville employees are expected to work as required by <br />their department, unless there is a COVID-19 health-related reason they are unable to work. <br />Emergency Pandemic Leave is one part of a plan created to help lessen the impact of COVID-19 on <br />employees. The other pieces of the plan include: <br />Educating employees on steps to help protect themselves (wash hands, avoid close contact, stay <br />home when sick). <br />Implementing additional cleaning and disinfecting procedures to ensure a safe working <br />environment for employees. <br />During the period of March 16 – March 30, the City requested that employees who are able, <br />work from home. If they were unable to work remotely, they still received their regular wages. <br />Steps were taken to stagger or limit exposure for those employees who were required to still <br />report to work. <br />During the Governor’s Executive Order 20-20 directing Minnesotans to Stay Home from March <br />27 – April 10, 2020, the City of Roseville continued to pay all employees their regular base wage <br />rate for their regularly scheduled shifts. <br />Policy <br />Emergency Pandemic Leave, or EPL for short, is a paid leave benefit available to all benefit-eligible <br />employees during the COVID-19 pandemic from April 13, 2020 until December 31, 2020. <br />In the event an employee must be absent, or is unable to work (including telework) due to a COVID-19 <br />health-related reason as outlined below, they will receive a bank of hours of Emergency Pandemic Leave <br />as indicated below to be used for those specific COVID-19 related situations and not be required to use <br />their accrued PTO/Sick/Vacation hours. <br />Type of EmployeeNumber of Hours of EPL <br />First Responders 80 <br />Other Benefit Eligible Employees 40 <br />*Firefighters are eligible for up to 6 shifts to be covered under this policy. <br />These hours are in addition to the federally mandated Emergency Paid Sick Leave and Emergency Family <br />and Medical Leave Expansion Act and may be used to supplement that leave in certain situations. These <br />hours do not need to be used all at once. If an employee does not use all EPL hours prior to December <br />31, 2020, they will not be carried over or paid out to the employee. <br />1 <br /> <br />
