<br />If your ability to work either remotely or on-site is affected by COVID-19, you may qualify to use EPL. EPL <br />may only be used for the period of time you are unable to perform work during the following situations: <br />1. You have been diagnosed with COVID-19 either through a test, or by a medical <br />professional without a test <br />2. Because you have been told you must isolate or are quarantined by a health care <br />provider due to exposure to COVID-19 <br />3. Because you are exhibiting COVID-19 symptoms as determined by the CDC guidelines. <br />For illnesses that do not fall under the CDC guidelines for COVID-19 symptoms, <br />employees must use their accrued PTO/Sick leave. <br />4. Because you are caring for an individual in your household who has been diagnosed <br />with COVID-19 either through a test, or by a medical professional without a test <br />An employee eligible for federal Emergency Paid Sick Leave must use those hours prior to using the City <br />Pandemic Leave hours; or if the Paid Sick Leave does not cover an employee’s full wages due to the <br />federal daily maximum, then the employee may use this leave concurrently. <br />You may not use Emergency Pandemic Leave to care for a healthy child because their school or child <br />care was closed due to COVID-19. However, the Federal government has passed the Families First <br />Coronavirus Response Act (FFCRA) which requires that the City provide employees with paid sick leave <br />and expanded family and medical leave for specified reasons related to COVID-19. An employee may be <br />eligible for one or both of these leaves depending upon their circumstance. Please reach out to Human <br />Resources directly if you are unable to work because you are caring for a child under age 18 due to the <br />closure of their school or child care for COVID-19 related reasons. <br />The city wants to avoid overwhelming the healthcare system by asking for doctor notes. However, <br />medical documentation may be required to verify use of leaves, if FMLA is being utilized or to provide a <br />letter indicating an employee is cleared to return to work. <br />Eligible Employees <br />If you are a benefit-eligible employee with the City of Roseville you are eligible for Emergency Pandemic <br />Leave. If you have been furloughed or laid off during this time period, you are no longer eligible for this <br />leave, and it will end at the time of your furlough or lay-off. <br />Procedures <br />Employees must request approval from their supervisor in the same way the employee would normally <br />request to use any leave. Requests can be made following your existing department procedures using <br />the attached form. <br />Employees must track their time on the timesheet separately for Emergency Pandemic Leave. <br />Department Heads are responsible for notifying Human Resources of employees who are requesting <br />Emergency Pandemic Leave. <br />2 <br />
