REQUEST FOR COUNCIL ACTION Date:April 27, 2020 Item No.:7.d Department Approval City Manager Approval Item Description: Consider Approval of Special Event Permit Policy 1 B ACKGROUND 2 On October 8, 2018, June 17, 2019, and April 13, 2020 staff brought forward a discussion 3 regarding having a special event permit policy. 4 5 Staff has drafted a Special Event Policy for the City Council’s consideration. The policy 6 covers the following matters: 7 Defines special events generally and divides special events into two categories; 8 City Special Event, and Non-City Special Event 9 Exemptions to this policy include events at: 10 o Regular indoor use of an established and permanent place ofworshipor 11 education facility 12 o Regular use of a stadium, athletic field, auditorium, or other places of outdoor 13 assembly 14 o Park facilities that have pulled the proper permits 15 o Golf tournaments 16 o Graduations, parties, weddings or funeral gatherings at a residence as long 17 as no amplified sound or music occurs 18 Requires potential reimbursement by the applicant for use of City services 19 Limits special events to a period of no longer than 3 days at any one time and limits 20 special events on a property to no more than 4 times a calendar year 21 Requires the event generally not make noise in a manner that unreasonably annoys, 22 disturbs, injures, or endangers the comfort, repose, health, peace, safety, and 23 welfare for adjoining property owners 24 Requires that if amplified music or speech is part of the special event, that the 25 applicant designate a person responsible for monitoring sound levels that has the 26 authority to ensure that the sound level does not exceed 80 decibels as measured 50 27 feet from the property line. Amplified sound can only be for a 4-hour period 28 between the hours of 9:00 a.m. and 10:00 p.m. In addition, the applicant shall 29 provide a name and contact information for a person on-site of the event that will be 30 able to respond to noise complaints and ensure that noise generated at the site 31 complies with this policy. 32 Any use of a property for outdoor worship services that has amplified music and/or 33 speaking is required to obtain a special event permit from the City and adhere to the 34 provisions of the policy. 35 Requires the applicant to provide proof of insurance, adequate sanitary facilities, 36 solid waste disposal, and an emergency plan for the event Page 1 of 2
