Attachment A <br />Special Events Policy <br />Draft April 27, 2020 <br />I.General Policy Statement &Objective <br />The purpose of this policy is to set forth procedures to be followed by organizers of a Special <br />Event in order to protectthe health, safety and publicwelfare of the community. <br />II.SpecialEvents <br />A special event generally means any temporary event held on public or private property in a <br />way that brings people and activity to the site that does not normally occur. Special events <br />include, but are not limited to, fairs, carnivals,festivals, outdoor concerts, parties, filming of a <br />movie or television show, street dances, races, walks,athletic events, or other entertainment <br />or celebration events. <br />Special events shall be divided into two categories: <br />1.City Special Events are defined as follows: <br />An event organized and conducted by the City, largely funded by theCity, or affiliated with <br />the City. These events will not be required to obtaina Special Event Licensebut must follow <br />all applicable City policies. <br />2.Non-City Special Events are defined as follows: <br />An event organized and conducted by a non-profit organization as defined underSection <br />501(c)(3) through (10) of the Internal Revenue Code, a for-profit organization or business, or <br />individuals.These events are required to obtain aSpecialEventLicense, and pay applicable <br />fees. <br />AllSpecial Events (City and Non-City) are required to comply with required federal, state, <br />and local regulations. <br />The following types of events are exempt from these requirements: <br />a)Any regular indooruse of an established and permanent place ofworshipor education <br />facility. <br />b)Any regular use of a stadium, athletic field, auditorium, or other places of outdoor <br />assembly. <br />c)Non-city sponsored events at a City or County park property associated with the use <br />of the facility, building, and/or shelter as long as proper rental permitsand other <br />required licenses and permits are obtained. <br />d)Golf tournaments <br />e)Graduation, parties, weddings, or funeral gatherings located on property that is used <br />as a principal place of residence of the host of the event and the event does not have <br />amplifiedsound or music. <br />III.Fees <br />1.The non-refundable Special Event Licensefee is established by the city’s Fee Schedule. <br />2.Hourly rate shall be the hourly cost for any employee working on a Special Event. <br /> <br />
