Discuss Creation of Special Event Permit Policy <br />City Manager Trudgeon briefly highlighted this item as detailed in the RCA and <br />related attachments dated June 17, 2019. <br />Etten moved, Groff seconded, extension ofthe City Council the meeting to <br />complete the rest of the agenda items other than the 2019-20 Policy Priority <br />Planning Document item. <br />Roll Call <br />Ayes: Willmus, Laliberte, Etten, Groff and Roe. <br />Nays: None <br />Councilmember Willmus thought it was important that at this stage with the <br />language brought forward to definitely go out and talk with the user groups and get <br />feedback. He knew that the groups already do many of these things but he would <br />be interested as this comes forward that it be done in consultation with those groups. <br />There is a benefit to the City for the events being held and he did not want to see <br />that lost. He thought Roseville area schools should be consulted with as well and <br />could potentially have some issues with regard to sporting events that occur at the <br />high school. He noted another one to talk to would be Northwestern. <br /> <br />Mayor Roe thought sporting events, if not exempted already, should be because <br />those seem to be regularly scheduled events rather than special events. <br /> <br />Councilmember Groff asked if graduation parties and weddings would be exempt <br />from this unless there was amplified music. If there was a two-hour wedding dance, <br />then that would be included in this. <br /> <br />Mr. Trudgeon noted he threw in the amplified music in case there was a band in the <br />backyard, which would be pretty disruptive for a single family and would require a <br />permit process. <br /> <br />Mayor Roe thought this would be for things that are not normally in a place where <br />those events would occur. <br /> <br />Mr. Trudgeon explained the more he got into this, the more challenging it was to <br />anticipate everything and sometimes things get too complicated. <br /> <br />Councilmember Laliberte asked if there was an applicant of a volunteer group or a <br />home, how decibels are measured. <br /> <br /> <br />
