Attachment A <br />1 EXTRACT OF MINUTES OF MEETING OF THE <br />2 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />3 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />th <br />4 Roseville, County of Ramsey, Minnesota, was held on the 18 day of May 2020, at 6:00 p.m. <br />5 The following members were present: ______________ <br />6 and the following were absent: __________ <br />7 <br />8 Council Member _________ introduced the following resolution and moved its adoption: <br />9 <br />10 RESOLUTION NO. ___________ <br />11 RESOLUTION MEMORIALIZING THE TWIN LAKES STATION ENVIRONMENTAL <br />12 ASSESSMENT WORKSHEET (EAW) RECORD OF DECISION, MAKING A <br />13 NEGATIVE DECLORATION ON THE NEED TO CONDUCT AN ENVIRONMENTAL <br />14 IMPACT STATEMENT (EIS) <br />15 WHEREAS, the City of Roseville is a municipal corporation, organized and existing <br />16 under the laws of the State of Minnesota; and, <br />17 WHEREAS, the City Council of the City of Roseville has adopted a comprehensive plan <br />18 and corresponding zoning regulations to promote orderly development and utilization of land <br />19 within the City; and, <br />20 WHEREAS, Kimley Horn, acting on behalf of Launch Properties and Dominium, are <br />21 seeking to make improvements to the former Boater’s Outlet property located at 1705, 1717, <br />22 1743, and 1755 County Road C, consisting of 277 units of senior affordable housing, 228 units <br />23 of family affordable housing, and seven commercial buildings encompassing 55,000 square feet <br />24 of retail space; and, <br />25 WHEREAS, said improvements are consistent with the City’s 2040 Comprehensive Plan <br />26 and Zoning Code; and <br />27 WHEREAS, the number of residential units and mixed residential and industrial- <br />28 commercial requires the preparation of an Environmental Assessment Worksheet according to <br />29 Minnesota Rules, part 4410.4300, subp. 19 and subp. 32 respectively; and <br />30 WHEREAS, the City of Roseville duly prepared the required EAW and distributed the <br />31 document for the 30-day review and comment period, which began on April 6, 2020 and <br />32 concluded on May 6, 2020; and <br />33 WHEREAS, the City of Roseville has received and responded to all comments on the <br />34 EAW via email on May 14, 2020 and within the Record of Decision document attached hereto at <br />35 Exhibit A. <br />36 NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Roseville: <br />37 1. The Record of Decision for the Twin Lakes Station EAW is accepted and approved. <br />38 2. A negative declaration for the Twin Lakes Station EAW is hereby ordered, and an Environmental <br />39 Impact Statement shall not be required. <br /> <br />
