Attachment B <br />RECORD OF DECISION <br />FINDINGS OF FACT AND CONCLUSIONS, RESPONSES TO COMMENTS <br />Date: May 18, 2020 <br />RE: Determination of Need for an Environmental Impact Statement (EIS) <br />Project: Twin Lakes Station <br />Location: City of Roseville, Ramsey County, MN <br />FINDINGS OF FACT <br />1.Roseville Investment Partners, LLC, in coordination with Dominium, are proposing to redevelop <br />an industrial site in Roseville, MN to a mixed use commercial and residential development. The <br />proposed redevelopment includes 277 senior living units, 228 family residential units, 55,000 <br />square feet of commercial retail, and 1,016 parking stalls. <br />2.The project falls within the mandatory Environmental Assessment Worksheet (EAW) category of <br />Minnesota Rules part 4410.4300,Subpart 32 – Mixed residential and industrial-commercial <br />projects; Subpart 19 – Residential development. <br />3.City of Roseville is serving as the Responsible Government Unit (RGU). <br />4.The EAW was prepared using the form approved by the Minnesota Environmental Quality Board <br />in accordance with Minnesota Rules Part 4410.1300; and <br />5.The EAW is incorporated by reference in this Record of Decision; and <br />6.The EAW was published in the EQB on April 6, 2020. A copy of the EAW was sent to all persons <br />on the EQB Distribution List. Hard copies of the EAW were also available for public viewing at <br />the City of Roseville City Office, the City of Roseville website, and available upon request. <br />7.The 30-day public review and comment period opened on April 6, 2020 and ended on May 6, <br />2020. Four written comments were received from three state agencies (Minnesota Department <br />of Transportation, Minnesota Department of Natural Resources, and Minnesota Pollution <br />Control Agency) and one regional agency (Metropolitan Council). No other comments were <br />received. <br />DECISION REGARDING NEED FOR ENVIRONMENTAL IMPACT STATEMENT <br />The City of Roseville considered the following factors in Minnesota Rules, part 4410.1700 in deciding <br />whether the project has the potential for significant environmental effects: <br />1.Type, extent, and reversibility of environmental effects <br />The City of Roseville finds the analysis completed for the EAW is adequate to determine <br />whether the project has the potential for significant environmental impacts. The EAW described <br />the type and extent of impacts anticipated to result from the proposed project. This document <br />provides clarifications and summarizes the dominant and recurring issues within the EAW. <br />Traffic and environmental remediation covered by an MPCA Response Action Plan were the <br />primary impacts within the EAW, and within the comments received, that was found to be <br />impacted by the proposed project. By following the mitigation outlined in the EAW and in the <br />response to comments, the impacts will be avoided, minimized, and/or mitigated. <br />2.Cumulative potential effects of related or anticipated future projects <br />The proposed Twin Lakes Station project is located in an area guided for Community Mixed-Use, <br />with development-redevelopment potential, in the City’s 2040 Comprehensive Plan. The <br />surrounding area contains the infrastructure to support it and provides access to the existing <br />transportation network of roads, sidewalks, and access to three transit bus routes.
