Attachment B <br />RECORD OF DECISION <br />FINDINGS OF FACT AND CONCLUSIONS, RESPONSES TO COMMENTS <br />proposed project aims to improve upon the pedestrian network by implementing pedestrian <br />and bikeway networks throughout the project area, as well as creating connections at the <br />project’s periphery to existing pedestrian and bikeways networks. The immediate area <br />surrounding the project is already built-out in suburban commercial-like patterns with similar <br />densities, coverages, and land use make-up. Because of this, there are no known anticipated <br />future projects that pose related potential cumulative effects. <br />3.Extent to which environmental effects are subject to mitigation by on-going public regulatory <br />authority <br />The mitigation of environmental impacts will be designed and implemented in coordination with <br />the applicable regulatory agencies. All mitigation efforts will be subject to the plan approval and <br />permitting process at the City of Roseville and other regulatory agencies. Permits and approvals <br />are identified within the Permits table, updated and included as Appendix C to this Record of <br />Decision. <br />4.The extent to which environmental effects can be anticipated and controlled as a result of <br />other available environmental studies undertaken by public agencies or the project proposer, <br />including other EIS’s <br />The City finds: <br />a.The proposed project is reasonably similar to other mixed-use projects in the Twin Cities <br />metropolitan area. Other projects of similar scope, land use, natural resource, surface <br />water, traffic, and associated mitigation have successfully mitigated potential for <br />environmental impacts. <br />b.The EAW, in conjunction with this document, contains or references the known studies <br />that provide information or guidance regarding environmental effects that can be <br />anticipated and controlled. <br />c.There is no other known EIS for any similar project in the City of Roseville or surrounding <br />area. <br />d.In light of results of environmental reviews and permitting processes for similar mixed- <br />use projects within the City of Roseville, the City of Roseville finds the environmental <br />effects of the project can be adequately anticipated and controlled. <br />CONCLUSIONS <br />Based on the criteria in Minnesota Rules, part 4410.1700, the project does not have the potential for <br />significant environmental effects. An Environmental Impact Statement (EIS) is not required for the Twin <br />Lakes Station project. The RGU makes a Negative Declaration and does not require the preparation of an <br />Environmental Impact Statement (EIS). <br />RESPONSE TO COMMENTS <br />The following comments were received on the EAW. Consistent with state environmental review rules, <br />written responses have been prepared for all substantive comments submitted during the 30-day EAW <br />comment period and the comment letters are included in Appendix A. <br />2 <br /> <br />
