REQUEST FOR COUNCIL ACTION <br />Date:August10, 2020 <br />Item No.:7.b <br />Department Approval City Manager Approval <br />Item Description: Consider Recommendations from the Human Rights, Inclusion and <br />Engagement Commission <br />1 B ACKGROUND <br />2 In March, 2020 the Human Rights, Inclusion and Engagement Commission (HRIEC) meeting was <br />3 cancelled due to COVID-19. The Commission did not meet again until June because of the <br />th <br />4 pandemic. At the June 25 special meeting, the Commission began discussion regarding their annual <br />5 work plan and the need to refine it in light of how COVID-19 has impacted their charge as well as <br />6 the civil unrest related to George Floyd’s murder. <br />7 <br />8 The Commission then held a special meeting to discuss their work plan. From that discussion, the <br />9 Commission voted to bring forward fourrecommendations to the City Council. The <br />10 recommendations are listed below, with further details outlining the purpose behind each <br />11 recommendation. <br />12 <br />13 1. Recommend to the City Council that a Diversity and Inclusion (D&I) consultant be hired. <br />14 2. Recommend to the City Council that Youth Members on City Commissions be allowed to <br />15 vote. <br />16 3. Recommend to the City Council that the Equity Narrative be formally adopted by Council. <br />17 4. Recommend that the City Council direct that as staff develop their departmental work plans <br />18 for 2021 and beyond, that they incorporate as much culturally relevant programming as <br />19 possible and use best practices for engagement. <br />20 <br />21 Recommendation #1 –Hire a D & I Consultant <br />22 <br />23 Purpose behind the recommendation: <br />24 <br />25 To build additional staff capacity and provide expertise in the area of diversity, inclusion, and <br />26 equity. <br />27 To demonstrate that equity is a priority and investment for the city. <br />28 To move the work of equity, diversity and inclusion forward at a faster pace and more <br />29 efficiently. <br />30 <br />31 Scope of work envisioned for consultant: <br />32 <br />33 The Commission discussed the general scope of work they would like to see this consultant <br />34 undertake. Ultimately, they would recommend the following: <br />35 1. Review, evaluate and recommend key strategies for the City’s Racial Equity Action Plan and <br />36 work with the City’s GARE team. <br />Page 1 of 5 <br /> <br />
