Attachment A <br />242 Investment in Equity <br />243 Create Equity and Inclusion Manager Position <br />244 2021 Levy Impact: Increase of $110,000 <br />245 <br />246 On May 25, 2020, George Floyd was killed because offormer Minneapolis Police Officer Derek <br />247 Chauvin almost 8 minutes.The anger and outrage that led to <br />248 protests and civil unrest because ofhistoric and unprecedented. For us in <br />249 at the hand of St. Anthony Police <br />250 Officer Jeromino Yanez in 2016. <br />251 series of policy changes in the City of Roseville Police Departmentand began publishing data <br />252 regarding traffic stops and use of force.The City of Roseville also helped facilitate a total of five <br />253 community conversations, entitled Imagine Roseville, centered around race and policing. City <br />254 staff has participated in the Government Alliance for Race and Equity (GARE) and created a <br />255 racial equity plan to begin the process of eliminating biases and systemic racism <br />256 policies,services,and programs. <br />257 <br />258 The death of George Floyd strongly reiterated the importance of this work and created a greater <br />259 urgency to engagein equity and anti-racist work.While the city hasintentionally focused on this <br />260 workover the past few years, it is clear that we must be doing more to ensure that our residents, <br />261 especially persons of color, feel welcome in Roseville and do not encounter barriers in <br />262 participating in a full civic life. <br />263 <br />264 the City of Roseville cannotfully work on race equity <br />265 issues with the existing resources and staff. Not only is there a staff and workloadcapacity issue, <br />266 therealso is a competence and authenticity issue that the city must address. Additional resources <br />267 must be brought to bear that have the knowledge, both though education and lived experience, to <br />268 advance racial equity work in the organization and the community. <br />269 <br />270 Therefore, in the 2021 budget, I am proposing a new position of Equity and Inclusion Manager. <br />271 This position will be located in the Administration Department and work directly with the City <br />272 Manager and Assistant City Manager and serveas amember of the Department Head Leadership <br />273 team tobetter embedequity and inclusion principals into allcity operations, projects, andservices. <br />274 <br />275 This position will be the city subject matter expert on equity, inclusion, outreach, and engagement <br />276 and be in the lead in breakingdown barriers that will create a more just, inclusive, and welcoming <br />277 community. <br />278 <br />279 The main duties and responsibilities for the Equity and Inclusion Manager are: <br />280 1.Provides leadership and direction for advancing equity and inclusion within the <br />281 organization and the impact on the Roseville community by doing the following: <br />282 o Recommend, develop, implement,and support organizational initiatives, <br />283 objectives and strategies related to the advancement of equity and inclusion. <br />284 o Serve as a change agent within the organization and a resource to fellow City <br />285 staff and officials in identifying and removing structural bias and inequities in <br />286 City policies, programs,and services. <br />Page 10of 19 <br /> <br />
