Given the numberof eligible candidates we will have to fill that <br />389 position in 2021, it is important that we create funding to ensure that adiverse candidate joins the <br />390 Roseville Police Department. Knowing that theremay be continued turnover in the Police <br />391 Department as officers retire, I am counting that there will be some vacant officer positions that <br />392 other existing CSOor cadet position can fill. <br />393 <br />394 I have not included the three requested police officers in the 2021 budget for a couple of reasons. <br />395 First and foremost, given the havoc that the COVID-19 pandemic has caused for businesses, <br />396 residents, and the economy, I have attempted to minimize adding additional tax burden and have <br />397 focused on funding existing services and only very urgent priorities. These prioritieshave evolved <br />398 throughout 2020 as previously mentioned. Therefore, to add slightly over $275,000 of additional <br />399 tax burden to the taxpayers is not feasible this year. Beyond the fiscal reason, it is important to <br />400 note that the Roseville Police Department will be seeing a leadership change as Chief Rick <br />401 Mathwig will be retiring. His retirement will allow the new chief to look at the organization with <br />402 a fresh set of eyes to look at the organizational structureof the Police Department. I do expect <br />403 there will need to becontinued discussion on ensuring Roseville has the proper amount of <br />404 personnel in the field to ensure that the increasing call loads are properly addressed. <br />405 <br />406 It should be noted that the CSC Investigatorposition that was part of the 2020 budget through <br />407 grant funds isnowfully funded by tax levy in the 2021 budget <br />408 <br />409 <br />410 proposed 2021budget: <br />411 <br />412 Funding for Commitment to Diversity Police Officer (1)$ 92,100 <br />413 Total$92,100 <br />414 <br />415 Fire Department <br />416 In 2015, the Roseville Fire Department began the transition toafull-time firefighter staffing <br />417 model.
