Attachment A <br />REQUEST FOR COUNCIL ACTION <br />Date:11/25/2019 <br />Item No.: <br />Department ApprovalCity Manager Approval <br />Item Description: Consider Revocation of Multifamily Rental Licensing theMarion Street/The <br />Brittanys Apartments owned by G & G Management <br />1 B ACKGROUND <br />2 G&G Management owns the Marion Street/The Brittanys Apartments, a group of 12 separate multi- <br />3 family rental buildings located on Larpenteur Ave, Woodbridge Court, and Marion Street. <br />4(Attachment A) <br />5 In September 2019 the Fire Department, who is responsible for Roseville’s multi-family rental license <br />6 program, began receiving an abnormally high amount of complaintsfrom the tenants of the Marion <br />7 Street/The Brittanys Apartmentsrelated to fire code violations, insect infestations, mold, and rodent <br />8 issues. An initial inspection of the property was conductedon September 17to verify the validity of <br />9 the complaints. The inspection found that the complaints were valid,and that due to the number and <br />10 degree of violations noted that the situation warranted a full reinspection of all 12 buildings and a <br />11 bigger sampling of rental units. <br />12 On October 11th and 14th inspectors from the Fire and Building Departments conducted a detailed <br />13 inspection of the property and found numerous violations, including several life safety issues. Staff <br />14 has communicated these violations to G & G Managementin a letter dated November 4. <br />15(Attachment B). It should be noted that the staff inspectedall common areas of the 12 buildings and <br />16 80 of the 277 units in the Marion Street/The Brittanys Apartments. These inspections revealed a <br />17 failure rate of 100% of the units and common areas inspected, with violations so pervasive an <br />18 itemized list of unit and building numbers, as typically provided, was not practical given the extent <br />19 to which corrections were needed across all of the units and all 12 buildings. <br />20 As part of the extraordinarily large amount of code violations, there were four life-safety issues that <br />21 needed immediate attention. These were: <br />22 <br />23 Lack of working smoke alarms in the units <br />24 Lack of working carbon monoxide detectors in the units and buildings <br />25 Egress doors that are not properly functioning and compliant with code <br />26 Multiple electrical hazards <br />27 G&G Management LLC was required to correct the life safety issues and provide the City with a <br />28 comprehensive plan that outlines a timeline to address all documented code violations at Marion <br />29 Street/The Brittanys Apartments by November 18, 2019. G & G Management LLC, upon receipt of <br />30 the City’s letter dated November 4, 2019 requested the November 18, 2019 inspection be moved up <br />31 to November 13, 2019 to accommodate the owners schedule. <br />32 Upon City inspection on November 13, 2019 it was revealed G&G Management LLC had not <br />33 completed correcting all of the required life safety issues noted in the November 4, 2019 letter, <br />Page 1of 3 <br /> <br />
