G&G <br />35 Management has informed staff that smoke alarms and carbon monoxide detectors have been <br />36 installed in every unit as of November 15. Staff is in the process of verifying whether these items <br />37 have been installed in all of the units. <br />38 As a result of the November 4 letter from the City outlining the code violations, G&G Management <br />39 submitted a plan and timeline for correcting all violations at Marion Street/The Brittanys <br />40 Apartments, with said timeline extending to April 15, 2020. <br />41 On November 12, the City held a meeting with the tenants of theMarion Street/The Brittanys <br />42 Apartments and heard personal accounts from tenants that revealedadditional code violations. <br />43 As a result of these findings, including the owner’s own admission it will take five months to bring <br />44 the property into compliance, staff is recommending revocation of the rental license according to the <br />45 terms of CityCode Chapter 908.07. This revocation will not displace tenants, but will prohibit <br />46 ownership/management from renting any vacant or newly vacant units. Staff finds the revocation is <br />47 necessary to create a more manageable compliance period while also not negatively impacting <br />48 additional tenants. Staff has prepared a resolution (AttachmentC) revoking the multi-family rental <br />49 license for G&G Management for the Marion Street/The Brittanys Apartments for a period of up to a <br />50 year based on the based on the following Findingsof Fact: <br />51 <br />52 1)The large amount of complaints from tenants of the Marion Street/The Brittanys Apartments <br />53 regarding unsanitary and unsafe conditions, which were not proactively addressed by G&G <br />54 Management LLC despite requests from the tenants. <br />55 2)The breadth and perniciousness of the code violations found in every building and unit of <br />56 Marion Street/The Brittanys Apartments that was inspected. <br />57 3)The complete infestation of bedbugs, cockroaches, and other vermin in the Marion Street/The <br />58 Brittanys Apartments buildings and units. <br />59 4)Given the scope of the corrections needed at the Marion Street/The Brittanys Apartments, no <br />60 other tenants should be added to the units so that proper and practical focus can be put <br />61 towards correcting the unsanitary and unsafe conditions for the existing tenants. <br />62 5)The lack of effective property management and the lack of any financial investment over the <br />63 years into the Marion Street/The Brittanys Apartments by G&G Management LLC has led to <br />64 the current code violations. <br />65 In addition, the resolution contains conditions to the revocation that include: <br />66 <br />67 A.G&G Management LLC shall cooperate with the City to provide access to the property, <br />68 buildings, and all units of the Marion Street/The Brittanys Apartments. In addition, G&G <br />69 Management LLC shall meet with the City onsite within 30 days of passage of this resolution <br />70 in order to address any lack of understanding on the part of G&G Management LLC of specific <br />71 code compliance deficiencies. <br />72 B.G&G Management LLC shall provide regular updates as determined by the City regarding the <br />73 progress in correcting the identified code violations. <br />74 C.G & G Management LLC shall obtain all necessary permits related to alterations to building <br />75 systems or rehabilitation of the buildings as needed and determined necessary by the City’s <br />76 Building Official acting in his capacity to ensure compliance with the Building Code and <br />77 workmanship requirements of City Code Section 906.03 (B) (5). <br />78 D.G&G Management LLC shall take no retaliatory actions against tenants for reporting in the <br />79 past or in the future conditions of the Marion Street/The Brittanys Apartments to the City. <br />Page 2of 3 <br /> <br />
