June 4, 2020 <br />Marion Street/The Brittanys <br />G & G Management LLC <br />ATTN: Nidhi Joshi & Ramesh Gupta <br />195 W Larpenteur AVE #19 <br />Roseville, MN 55113 <br />RE: Status of Rental License Revocation <br />Dear Ms. Joshi & Mr. Gupta, <br />On November 25, 2019 the Roseville City Council adopted Resolution 11653 (attached) revoking your <br />multifamily rental license for housing units known at the Marion Street/The Brittanys apartments. This <br />resolution included 10 conditions that must be met in order for an application to reinstate your <br />multifamily rental license could be considered. The purpose of this letter is to outline inspections and <br />correspondence that have occurred since the revocation and to summarize any outstanding code <br />violations that staff is aware of. <br />Following your rental license revocation, City staff agreed to conduct “progress inspections” or <br />“educational inspections”, which were aimed to provide you greater understanding of the violations <br />present at your property. This was offered because the violations list was so pervasive that it was <br />impractical to provide a detailed list of every violation across every unit in every building of your property. <br />The list of progress inspection dates and building/apartment unit numbers are attached. Many of these <br />inspections noted violations, while some revealed progress towards compliance (or no violations). The <br />most recent progress inspections occurred on April 27, 2020 and May 26, 2020, where violations to City <br />Code were observed. Inspection reports from every progress inspection have been previously provided <br />to you. It’s important to note that these progress inspections were offered to you, at your request, to <br />gain a greater understanding of the corrections that were being requested by the City. These inspections <br />are not, nor were ever intended to be used as a final means to reobtain your rental license. Rather, it is <br />up to you to determine if you’ve corrected all outstanding violations, at which point you could apply for <br />reinstatement of your rental license. Attached is the application required to seek reinstatement of your <br />rental license. At this time, City staff would not recommend City Council approval of an application for <br />license reinstatement for any of your buildings. <br />In terms of known outstanding violations and/or unmet conditions of Resolution 11653, staff would bring <br />your attention the following: <br />Condition F required you to display a placard at each building providing notice of the rental license <br />revocation, as well as displaying a placard on the door of each rental unit once it becomes vacant. <br />City staff placarded the buildings on November 27, 2019. Placards were provided to you on <br />November 27, 2019 to post individual vacant units, yet those have not been placarded in <br />accordance with this condition. <br />You continue to lack employment of a property manager and maintenance technician with <br />appropriate credentials from the Minnesota Multifamily Housing Association, which is noted in <br />condition G of the revocation resolution. While you’ve made attempts to offer “alternatives”, <br />none of those alternatives amount to a commitment to employ experienced personnel who can <br />ensure continued compliance with City Code standards for rental housing.
