73increasingly punitive, meaning a first offense is a suspension of the rental <br />74registration of six months, a second offense a suspension of 12 months, with a <br />75 third offense resulting in revocation. Once revoked, a new registration would not <br />76 be permitted for a period of twelve more months. <br />77 o Instead of, or in addition to the registration requirements a business license could <br />78 be considered, which would help enforce the suggestions noted in the preceding <br />79 bullet point. <br />80 o A repeat nuisance (or excessive consumption) ordinance could be used to charge <br />81 the property owner for the additional staff time spent responding to violations <br />82 (like what has been discussed at problem hotels). This could act in place of, or in <br />83 addition to, the above noted suggestions. <br />84 Once staff better understands the Council’s preferred way of regulation, staff would work with <br />85 the City Attorney and other staff to advance amendments to City Code accomplishing the desired <br />86 outcome. <br />87 <br />88 4. Research of nearby municipalities <br />89 Research on surrounding community’s shows that most do not specifically regulate short-term <br />90 rentals, but regulate as Roseville currently does (Attachment B). One outlier is the City of St. <br />91 Paul, which has very specific restrictions related to short-term rentals (Attachment C). Now, this <br />92 does not mean the communities staff researched are not negatively impacted by short-term <br />93 rentals.
