REQUEST FOR COUNCIL ACTION <br />Date:September 14, 2020 <br />Item No.: 7. <br />Department Approval City Manager Approval <br />Item Description: Approve a Request for Proposal for a Diversity, Inclusion and Equity <br />Consultant <br />1 B ACKGROUND <br />2 At the August 10, City Council meeting, the Human Rights, Inclusion and Engagement Commission <br />3 (HRIEC) brought forth a recommendation that the City hire a Diversity and Inclusion consultant. <br />4 The HRIEC indicated that the purpose behind their recommendation was to build additional staff <br />5 capacity as it relates to diversity, inclusion and equity work as well as to move this work forward at a <br />6 faster pace and more efficiently. <br />7 <br />8 At that meeting Council directed staff to develop a scope of work and a Request for Proposal (RFP) <br />9 and bring back to Council for review and approval. <br />10 <br />11 Staff has drafted an RFP for council consideration. The scope of work focuses on three distinct <br />12 areas: <br />13 1.ACTION PLAN: Review, evaluate and recommend key strategies for the city’s Racial <br />14 Equity Action Plan. <br />15 The consultant shall review the current Racial Equity Action Plan to ensure strategies are <br />16 appropriate for intended outcomes. The city is seeking to add a full-time Equity and <br />17 Inclusion Manager as part of the 2021 City Manager recommended budget. The Racial <br />18 Equity Action Plan will serve as a foundation and focus of work for this position. Ensuring <br />19 that the goals, outcomes, objectives and community indicators (performance measures) are <br />20 appropriate is key to success. <br />21 a.The consultant will be expected to explicitly identify opportunities for improvement <br />22 with suggestions regarding how to operationalize those improvements. <br />23 <br />24 2.ENGAGEMENT: Advise and recommend outreach strategies to engage key <br />25 stakeholders to ensure the strategies outlined in the Racial Equity Action Plan are <br />26 targeted, intentional and have maximum impact. <br />27 The city desires to engage the community at-large in order to inform residents and <br />28 stakeholders of the content and goals within the Racial Equity Action Plan as it relates to the <br />29 community as a whole, as well as to foster dialogue about the challenges and opportunities <br />30 involved in implementing the plan. The ultimate goal is to ensure stakeholders have an <br />31 opportunity to help inform implementation of the external strategy as well as to build <br />32 awareness of the plan within the community. <br />33 a.The consultant will be expected to review, evaluate and advise on the Human Rights, <br />34 Inclusion and Engagement Best Practices guide for engagement to ensure it has <br />35 appropriate strategies to reach targeted audiences. This Best Practices guide, along <br />36 with recommendations from the consultant will be used to develop an Engagement <br />Page 1 of 3 <br /> <br />
