CAPACITY BUILDING: Provide expertise to build staff capacity and support the <br />42 city’s efforts to embed a racial equity lens within day-to-day work. <br />43 The selected consultant will work closely with the GARE team and other key staff including <br />44 Department Heads and the City Manager. The consultant is expected to build staff capacity, <br />45 and empower staff to apply a racial equity lens specifically in two areas: policy review and <br />46 engagement strategies. <br />47 <br />48 The city is seeking advice and recommendations from the consultant on the following items: <br />49 a. Provide advice and recommendations on building an internal structure for the on- <br />50 going work of the GARE team(s). <br />51 b. Recommend a systematic approach to review policies to ensure that they do not have <br />52 disparate impact on residents, businesses, and other stakeholders. In addition, the City’s Priority Plan has identified <br />62 Inclusive Community and Governance as a strategic priority. <br />63 <br />64 R ACIAL E QUITY C ONSIDERATIONS <br />65 According to the 2018 American Community Survey, individuals identifying as a race other than <br />66 white accounted for 24 percent of the city’s population. The data from the Roseville Area Schools <br />67 for 2016 indicates fewer than 50 percent of students enrolled identify as white. With a population <br />68 growing in diversity, it is important to address equity within city services in a timely manner. <br />69 <br />70 B UDGET I MPLICATIONS <br />71 The cost of a consultant will be based on the proposals received.
