REQUEST FOR COUNCIL ACTION <br />Date:September 14, 2020 <br />Item No.: 7. <br />Department Approval City Manager Approval <br />Item Description: Receive Human Rights, Inclusion and Engagement Recommendations <br />1 B ACKGROUND <br />2 <br />3 Since early 2018, the Commission has been working on what they have called their Engagement <br />4 Project. This project was broken down into two phases. These phases are: <br />5 <br />6 1.Developing a Foundation for outreach/engagement/public participation focused on: <br />7 Best practices, tools, techniques, methods for public participation <br />8 Understanding of current and future demographics <br />9 Previous experiences at the city level <br />10 Understanding objectives and outcomes <br />11 2.Outreach within the Community in order to bring the community’s voice to the table: <br />12 Engagement of historically underrepresented/marginalized communities <br />13 Identifying community leaders, establishing relationships <br />14 Methods to gather feedback/insight from these communities <br />15 <br />16 The Foundation stage has focused on creating a best practices guide for staff to use and reference <br />17 when designing engagement opportunities. <br />18 <br />19 Based on the work of the Commission to date, they have drafted a document that has been sent to <br />20 staff for further review, and suggestions. Although the document is long, the majority of it is in the <br />21 Appendix, geared toward being used as a training tool for city staff. <br />22 <br />23 The core areas the Commission has developed and recommend include: <br />24 1.Strategy Recommendations designed to: (pages 6-8) <br />25 a.Enhance Relationships & Engagement <br />26 b.Enrich Knowledge Gathering <br />27 c.Embrace Organizational Change <br />28 2.Conduct an annual Community Engagement assessment (page 9) <br />29 3.Utilize the International Association of Public Participation (IAP2) Spectrum of Public <br />30 Participation (Pages 19-20) <br />31 4.Utilize a Planning worksheet when developing engagement opportunities (page 24) <br />32 <br />33 In addition, the commission recommends that this document be reviewed by the proposed Diversity, <br />34 Inclusion and Equity consultant.
