REQUEST FOR COUNCIL ACTION <br />Date:September 28, 2020 <br />Item No.:7.j <br />Department Approval City Manager Approval <br />Item Description: Consider Approval of the use of CARES Act Funds <br />1 B ACKGROUND <br />2 The City of Roseville received an allocation $2,732,742 of federal Coronavirus Aid, Relief, and <br />3 Economic Security (CARES) Act funds through the State of Minnesota in July. This allocation is <br />4 intended to help local government cover costs in addressing needs as a result of the COVID-19 <br />5 pandemic. <br />6 <br />7 The CARES Act allows these funds to only cover costs that: <br />8 1. Are necessary expenditures incurred due to the public health emergency with respect to the <br />9 Coronavirus Disease 2019 (COVID-19); <br />10 2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the date <br />11 of enactment of the CARES Act) for the government; <br />12 3. Were incurred during the period that began on March 1, 2020 and ends on December 30, <br />13 2020. <br />14 <br />15 It should be noted that under guidance from the State of Minnesota, cities must expend its CARES <br />16 dollars by November 15, 2020. <br />17 <br />18 Under federal guidance, there are many eligible uses of CARES funds. The U.S. Department of <br />19 Treasury guidance document is included as Attachment A. In relation to Roseville, there are several <br />20 categories where Roseville will be able to utilize the funds. They are: <br />21 <br />22 1.Expenses of actions to facilitate compliance with COVID-19-related public health measures <br />23 such as expenses to improve telework capabilities for public employees, purchase of personal <br />24 protective equipmentpurchase, and expenses in providing paid sick and paid family and <br />25 medical leave to public employees due to the COVID-19 public health emergency. <br />26 2. Expenses associated with the provision of economic support to businesses and residents in <br />27 connection with the COVID-19 public health emergency. <br />28 3. Payroll expenses for public safety personnel and other employees whose services are <br />29 substantially dedicated to mitigating or responding to the COVID-19 public health <br />30 emergency. <br />31 <br />32 It should be noted that the guidance the City is receiving from the federal and state agencies is ever- <br />33 changing. Finance Director Michelle Pietrick has compiled a more detailed breakdown on eligible <br />34 uses of CARES funds as it applies to the City of Rosevillethat is included as Attachment B. <br />35 <br />36 Staff has prioritized the use of Roseville’s CARES Act funds in this order: <br />37 <br />Page 1 of 3 <br /> <br />
