38 1) Reimbursement for direct unbudgeted purchases and services related to the COVID-19 <br />39 public health emergency. Some examples include purchase of PPE, extra cleaning, purchase <br />40 of plexiglass shields, purchase of technology (laptops, cell phones, video conferencing <br />41 software licensing), that are needed for our response to the COVID-19 public health <br />42 emergency. <br />43 2) Economic assistance to businesses and residents through the Roseville Small Business Relief <br />44 Fund and Residential Relief Fund as well as other direct assistance provided. <br />45 3)Budgeted personnel and services diverted to a substantially different use, including public <br />46 safety and other employees whose functions were diverted to other duties due to the COVID- <br />47 19 public health emergency. <br />48 <br />49 Included as Attachment C is a listing of expenditures that we have determined are eligible to be <br />50 reimbursed with CARES funds through September 16, 2020. We do expect to add to this list as we <br />51 make our final expenditures for equipment and factor in the final business and residential grant <br />52 awards. As you can see, we expect to have eligible expenses that exceed the amount of CARES <br />53 funds. Therefore, it is important to first use the CARES funds for the first two categories mentioned <br />54 above and then use the remaining balance to reimburse for the third category. It is also worth noting <br />55 that the City Council has allocated up to $1.5 million of CARES funds to be used for category #2 <br />56 (Economic assistance to businesses and residents). From the initial rollout of those programs, it does <br />57 not look like all those fund will be needed, but staff will continue to promote the programs to ensure <br />58 those businesses and residents who need help will receive it. <br />59 <br />60 Staff has been contacted by Tara Jebens-Singh, President/CEO of Northeast Youth and Family <br />61 Services regarding the use of a portion of Roseville’s CARES funds to assist their operations. <br />62 (Attachment D). As the City Council knows, NYFS provides mental health, youth diversion, and <br />63 senior chore services to Roseville and other suburban communities. The COVID-19 public health <br />64 emergency has impacted its operations and delivery of services. As a result, unbudgeted <br />65 expenditures needed to be made to provide services remotely. In addition, due to the lockdown in <br />66 the spring and continued restrictions due to the COVID-19 public health emergency, NYFS has seen <br />67 an increase in the need for its services. Ms. Jebens-Singh has requested the city allocate $5,000 of <br />68 CARES to NYFS to help cover its past costs due to the COVID-19 public health emergency. Staff <br />69 is supportive of this use of funds and would suggest that the amount allocated to NYFS be $10,000. <br />70 This amount is not only consistent with our business grant program, but more importantly,it is <br />71 imperative that NYFS receive the necessary financial assistance to cover its past expendituresso it <br />72 can continue to provide its services to Roseville residents as we continue in this COVID-19 public <br />73 health emergency. <br />74 P OLICY O BJECTIVE <br />75 To inform the public and City Council on the use of federal CARES Act funds in the community. <br />76 B UDGET I MPLICATIONS <br />77 The use of CARES Act funds will allow for the city to be reimbursed for its costs in addressing the <br />78 COVID-19 public health emergency in the community and providing economic assistance to <br />79 businesses and residents. <br />80 S TAFF R ECOMMENDATION <br />81 Staff is providing this update to inform the community and the City Council on how the City of <br />82 Roseville will be using its allocation as allowed under federal and state guidelines.
