<br />174 rules, codes, statutes and ordinances relating to, pertaining to, or governing
<br />175 the premises including, but not limited to, the following:
<br />176 a.Minn. Stat. 609.75 through 609.76, which prohibit gambling;
<br />177 b.Minn. Stat. 609.321 through 609.324, which prohibit prostitution and
<br />178 acts relating thereto;
<br />179 c.Minn. Stat. 152.01 through 152.025 and 152.027, subds. 1 and 2, which
<br />180 prohibit the unlawful sale or possession of controlled substances;
<br />181 d.Minn. Stat. 340A.401, which regulates the unlawful sale of alcoholic
<br />182 beverages;
<br />183 e.Minn. Stat. 609.33, which prohibits owning, leasing, operating,
<br />184 managing, maintaining, or conducting a disorderly house, or inviting or
<br />185 attempting to invite others to visit or remain in a disorderly house;
<br />186 f.Minn. Stat. 97B.021, 97B.045, 609.66 through 609.67 and 624.712
<br />187 through 624.716 and Chapter 103 of the City Code, which prohibit the
<br />188 unlawful possession, transportation, sale or use of weapon;
<br />189 g.Minn. Stat. 609.72, which prohibits disorderly conduct;
<br />190 h.Minn. Stat. 609.221, 609.222, 609.223, 609.2231 and 609.224, regarding
<br />191 assaults in the first, second, third, fourth and fifth degree.
<br />192 i.Roseville City Code Sections:407, prohibiting public nuisances, 405,
<br />193 noise control,511 Repeat Nuisance,906, property maintenance, 1004
<br />194 and 1005, land use and 1018, parking.
<br />195 B.A suspended or revokedrental registration may be reinstated when the circumstances
<br />196 leading to the suspension or revocation have been remedied. Registration suspension
<br />197 shall be for a term not less than:180 days for the first suspension and 365 days for the
<br />198 second suspension. Depending on the gravity of the offense, the Council may impose
<br />199 longer suspension timeframes than noted in this paragraph.
<br />200 C.Registration revocation shall be considered by the City Council when violations occur
<br />201 under paragraph A of this section and when two prior suspensions occurred under the
<br />202 same registrant.
<br />203 D.In order to reinstate a suspended Rental Registration, the applicant shall applyfollowing
<br />204 the same process as if applying for a new Rental Registration. Reinstatements following
<br />205 suspension will only be considered when the circumstances leading to the suspension
<br />206 have been remedied, the suspension penalty imposed by the City Council has been
<br />207 satisfied, and upon City Council approval.
<br />208 E.If a Rental Registration is revoked, reinstatement may only be considered by the City
<br />209 Council if there is an ownership change.
<br />210 F.Repeat Nuisance Service Call fees shall be applied pursuant to City Code Section 511.

<br />214 A.Misdemeanor: Except as provided in Sections 907.06(1)and 907.08, any person who
<br />215 maintains a residential rental property without having the property registered,or after the
<br />216 registration for the property has been revoked or suspended,or who permits new
<br />217 occupancy in violation of Section 907 is guilty of a misdemeanor and, upon conviction, is
