<br />REQUEST FOR COUNCIL ACTION <br />Date: October 12, 2020 <br />Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Ordinance Amending Chapters 801, 802, and 803 of Roseville City Code <br />1 B ACKGROUND <br />2 Chapter 800 of the Roseville City Code deals with Public Works ordinances and regulations. The <br />3 code is broken into three sections. Chapter 801 deals with the Municipal Water System, Chapter 802 <br />4 deals with the Sanitary Sewer System and Chapter 803 deals with Storm Water Drainage. <br />5 Over the years, the code has been added or modified to address changing practices. Over the last <br />6 years, staff has looked at the code to identify areas that are out of date or need better detail or <br />7 clarification. <br />8 Below is a quick summary of the significant changes: <br />9 801 Water <br />10 o Construction practices. The proposed ordinance removes many of these from the <br />11 code as many of these standards no longer apply and are included in City standards <br />12 and specifications. This allows new standards to be changed as new practices and <br />13 materials become industry standard without having to update the ordinance. <br />14 o Water Connection and Charges <br />15 The proposed ordinance changes when utility fees get charged after permits <br />16 are pulled. This allows revenue for base fees to be collected during <br />17 development and redevelopment. <br />18 The proposed ordinance changes who is required to be on the utility bill. It <br />19 requires owners to be listed on the utility account. This simplifies utility bill <br />20 accounting and makes it easier to collect charges on rental properties. Many <br />21 other metro cities currently utilize this practice. <br />22 802 Sewer <br />23 o The proposed ordinance removes many of the design and construction standards <br />24 from the code as many of these standards no longer apply and are included in City <br />25 standards and specifications. This allows new standards to be changed as new <br />26 practices and materials become industry standard without having to update the <br />27 ordinance. Clarification of some definitions. <br />28 o Clarification of maintenance definitions for private sewer services. The proposed <br />29 ordinance clarifies that property owners are responsible for maintaining the service <br />30 from the main to the house including the connection at the sewer main. <br />Page 1 of 2 <br /> <br />
