REQUEST FOR COUNCIL ACTION <br />Date: October 26, 2020 <br />Item No.: 7. <br />Department Approval City Manager Approval <br />Item Description: Consider Recommendation to hire a Diversity, Equity and Inclusion <br />Consultant <br />1 B ACKGROUND <br />2 At the August 10, City Council meeting, the Human Rights, Inclusion and Engagement Commission <br />3 (HRIEC) brought forth a recommendation that the City hire a Diversity and Inclusion consultant. <br />4 The HRIEC indicated that the purpose behind their recommendation was to build additional staff <br />5 capacity as it relates to diversity, inclusion and equity work as well as to move this work forward at a <br />6 faster pace and more efficiently. <br />7 <br />8 At the September 14, meeting Council approved a scope of work and a Request for Proposal (RFP) <br />9 for a Diversity, Equity and Inclusion Consultant. On September 15, staff sent out the RFP to 45 <br />10 different agencies/organizations/individuals, as well as advertised the RFP through various means <br />11 including the League of Minnesota Cities Career page, sharing the information with City <br />12 Commissions, posting the RFP on the City Website, our job application page, sending it out through <br />13 our other communication channels such as our News Update, social media and more importantly, <br />14 informal network channels. <br />15 <br />16 The City received a total of 21 proposals from across the country. A review team consisting of the <br />17 City Manager, Assistant City Manager, a GARE team member, a Human Rights, Inclusion and <br />18 Engagement Commission member and a community member reviewed and scored each proposal <br />19 based on the criteria outlined in the RFP. Based on the scores, the top three consultants were invited <br />20 to participate in an interview. These interviews were conducted via Zoom and recorded for <br />21 community members, council, staff and other interested parties to review. The links to the recordings <br />22 are posted on our Racial Equity webpage. <br />23 <br />24 The top three respondents were as follows: <br />Consultant Score (out of 100)Cost <br />Culture Brokers, LLC 81.6$100,000 <br />Courageous Change Collective 79$90,450 <br />Bushyhead Consulting 76.6$45,000 <br />25 <br />26 The reviewteam felt that the respondents all had significant ability to do the work the city is <br />27 seeking, albeit with each having a unique style, focus and expertise. Based on interviews, the panel <br />28 is recommending that the City Council approve a Professional Services Agreement (Attachment A) <br />29 with Culture Brokers, LLC in the amount of $100,000. <br />30 <br />31 The review team unanimously ranked each of the proposals and they do not take lightly the fact that <br />32 they are recommending the highest priced proposal.
