33 offered a cohesive, data-driven approach to the work laid out in the RFP. In addition, given the depth <br />34 and need for flexibility, adaptiveness and commitment to this work, the timeline, cost and “value- <br />35 add” of the proposal fit the city’s needs best. The cost proposal is charged based on the scope, scale <br />36 and desired outcome of the consultancy project. There is no hourly, or daily fee and thereforeas long <br />37 as our scope of work does not change, the cost will not change regardless of the number of hours the <br />38 consultant puts in. Expenses for meetings, technical assistance, travel, parking and unlimited access <br />39 to the consultant’s time are covered. Further, Culture Brokers, LLC offered a six-month value-add <br />40 component to assist with implementation of any actionable items. As we are well aware, evaluating, <br />41 reviewing, and proposing items is only one aspect of this work; implementing the changes and <br />42 sustaining the momentum are also critical components, and are areas. <br />43 <br />44 P OLICY O BJECTIVE <br />45 The city strives to be a welcoming and inclusive place for all and is committed to promoting <br />46 equitable service and diversity in the community. In addition, the City’s Priority Plan has identified <br />47 Inclusive Community and Governance as a strategic priority. <br />48 <br />49 R ACIAL E QUITY C ONSIDERATIONS <br />50 According to the 2018 American Community Survey, individuals identifying as a race other than <br />51 white accounted for 24 percent of the city’s population. The data from the Roseville Area Schools <br />52 for 2016 indicates fewer than 50 percent of students enrolled identify as white. With a population <br />53 growing in diversity, it is important to address equity within city services in a timely manner. <br />54 <br />55 B UDGET I MPLICATIONS <br />56 The cost outlined in the proposal $100,000 covers the scope of work and timeline from November 1, <br />57 2020 through December 31, 2021.
