REQUEST FOR COUNCIL ACTION <br />Date: November 30, 2020 <br />Item No.: 7.d <br />Department ApprovalCity Manager Approval <br />Item Description:Consider request to perform abatements for unresolved violations to City Code <br />for property located at 1045 Grandview Avenue W and 2745 Hamline Avenue <br />1 B ACKGROUND <br />2 Over the course of the past summer, City staff has been working at gaining compliance on a number <br />3 of outstanding violations to City Code. In an effort to gain compliance before the winter weather, staff <br />4 is requesting the Council authorize staff to performabatements at two properties: 1045 Grandview <br />5 Avenue W and 2745 Hamline Avenue. The informationregardingtheoutstanding violationsand <br />6 abatement requestsare noted belowfor each address: <br />7 1045 GrandviewAvenue W <br />8 The subject property is a single-family home. <br />9 o The current owner is Kathryn A. Martin. <br />10 Current violations include: <br />11 o Unlicensed /inoperable vehicles stored outside in driveway.(City Code Section 407.02 <br />12 G and 407.04 D), and <br />13 o Outside storage of material/debris in driveway.(City Code Section 407.03 I) <br />14 On August 20, 2020 staff received a complaint regarding an unlicensed/inoperable vehicle and <br />15 outside storage. <br />16 Staff conducted an inspection on August 20, 2020 and verified violations. <br />17 Follow-up inspections were conducted on August 31, September 14 and October 28, 2020 with <br />18 no progress noted, outside storage and unlicensed/inoperable vehicle remain. <br />19 Notices were sent by mail to the property August 21, September 2 and November 6, 2020. <br />20 The property received notification of the City Council hearing by mail (dated 11/6/2020) and <br />21 by posting on property November 20, 2020. <br />22 As of the writing of this RCA, no contact from the property owner has been received by staff. <br />23 A status update will be provided at the public hearing. <br />24 <br />25 The financial impactof this abatement isas follows: <br />26 <br />27 City Abatement: <br />28 An abatement would encompass the following: <br />29 Removal of items stored outside $500.00* <br />30*fees are estimates only <br />31 Hire towing contractor to remove unlicensed/inoperable vehicles from property $ 0.00 <br />Page 1of 3 <br /> <br />
