32 Council approved Administrative Abatement Fee per 2020 Fee Schedule <br />33 $ 350.00 <br />34 <br />35 Total: $ 850.00 <br />36 2745 Hamline Avenue <br />37 The subject property is a single-family detached home. <br />38 o The current owner is Charles Klinkenberg. <br />39 Current violations include: <br />40 o Fascia missing and in disrepair (City Code Section 906.05.D. and 407.02.B). <br />41 On July 1, 2020 staff received a complaint regarding property maintenance, outside storage, <br />42 brush and an inoperable vehicle. <br />43 Staff conducted an inspection on July 1, 2020 and verified violations. <br />44 Follow-up inspections were conducted on August 21 and September 21, 2020, revealing the <br />45 inoperable vehicle was removed, yet the missing and damaged fascia remained. <br />46 Notices were sent by mail to the property July 15, August 25, and November 5, 2020. <br />47 The property received notification of the Council hearing by mail (dated 11/5/2020) and by <br />48 posting on property November 20, 2020. <br />49 As of the writing of this RCA, no contact from the property owner has been received by staff. <br />50 A status update will be provided at the public hearing. <br />51 <br />52 The financial impact of this abatement is as follows: <br />53 <br />54 City Abatement: <br />55 An abatement would encompass the following: <br />56 Repairs to and painting of fascia, removal of gutter sections in disrepair $2,500.00* <br />57 *repair fees are estimates only <br />58 Council approved Administrative Abatement Fee per 2020 Fee Schedule <br />59 $ 350.00 <br />60 <br />61 Total: $ 2,850.00 <br />62 P OLICY O BJECTIVE <br />63 To preserve the public health and safety, ensure enjoyment of property, and preserve and maintain <br />64 property values. <br />65 B UDGET I MPLICATIONS <br />66 All abatement and administrative costs are paid for from the EDA fund, then reimbursed to the City <br />67 through a property tax assessment, as outlined in City Code Section 407.08B, if not otherwise paid in <br />68 full by the property owner. <br />69 S TAFF R ECOMMENDATION <br />70 Staff recommends the Council direct Community Development staff to abate the outstanding public <br />71 nuisance violations atboth 1045 Grandview Avenue W and 2745 Hamline Avenue. <br />Page 2 of 3 <br /> <br />
