Stat. §103E.812, states and alleges the following: <br />1. The City of Roseville is a municipal corporation and duly constituted under the <br />laws of the State of Minnesota. <br />2. The City of Roseville possesses authority under Minnesota statutes Chapter 429 <br />and 444 to manage storm, surface, and flood waters, including management for water quality <br />purposes. <br />3. The City of Roseville is currently benefitted by and subject to assessment or <br />charges for costs on Ramsey County Ditch 4. <br />4.Ramsey County Ditch 4exists partially within the municipal boundaries of the <br />City of Roseville. <br />5.The City of Rosevilledesires to have portions of Ramsey County Ditch 4located <br />within the Citytransferred to its jurisdictional control under Minn. Stat. §103E.812. Specifically, <br />the portion of the main trunk south of Terrace Drive and the entirety of lateral 1 of Ramsey <br />County Ditch 4. <br />6.The City of Rosevillecurrently utilizes portions of the main trunkand lateral1of <br />\[16266-0053/3987358/1\] <br /> <br /> <br />
