Attachment B <br />Ramsey County Ditch 4 as an outlet for its municipal storm water system, and as an outlet for <br />treated wastewater from municipal and commercial operations. <br />7. The City of Roseville and Rice Creek Watershed District are currently <br />undertaking a joint, modified repair of the main trunk of Ramsey County Ditch 4 to facilitate <br />redevelopment of a commercial property within the City. Additionally, the City has plans to <br />modify and improve its municipal storm water system by adding a series of storm water <br />enhancements and water quality features within the limits of the City. <br />8. The proposed storm water modifications and improvements may require <br />manipulation of Ramsey County Ditch 4 in order to achieve the desired water quantity and <br />quality outcomes. <br />9. Under the current statutory scheme for the management of public drainage <br />systems, the City of Roseville would be limited in its ability to modify and manipulate the <br />drainage system to accomplish these water quantity and quality goals. <br />10. Therefore, the City of Roseville believes that the transfer of the public drainage <br />system under Minn. Stat. §103E.812 is necessary for the orderly management of storm surface <br />and flood waters, including management for water quality purposes. <br />11. As part of the joint, modified repair of the main trunk of Ramsey County Ditch 4, <br />referenced above, the Rice Creek Watershed District has commissioned an engineering report to <br />evaluate the condition of Ramsey County Ditch 4 within the Cityand the impact of the proposed <br />transfer on properties upstream of the proposed transfer and the remainder of Ramsey County <br />Ditch 4 and properties downstream of the proposed transfer. <br />12.
