REQUEST FOR COUNCIL ACTION <br />Date:November 30, 2020 <br />Item No.:9.j <br />Department ApprovalCity Manager Approval <br />Item Description:Approve NYFS 2021 JAG Grant Variable Pass-Through (VPT) Waiver <br />1 B ACKGROUND <br />2 Law enforcement agencies across the country have reported dramatic increases in the number of <br />3 person in mental health crisis calls for service. However, most agencies, including the Roseville <br />4 Police Department, are not prepared or staffed to deliver ongoing mental health care to the members <br />5 of our communities. <br />6 <br />7 In 2018, police departments from Roseville, St. Anthony, New Brighton, Mounds View and White <br />8 Bear Lake came together to discuss a joint operation with Northeast Youth and Family Services <br />9(NYFS), a non-profit social service agency already in place in those communities, to offer follow-up <br />10 mental health case management services. Each agency was experiencing similar person in crisis <br />11 issues but lacked the resources to provide follow up case management services on its own. The idea <br />12 for this program was to provide follow-up case management services to people and families <br />13 experiencing mental health crisis. <br />14 <br />15 Agencies met with NYFS representatives several times in 2018. The project launchedmid-summer <br />16 of 2019.Each agency agreed to help fund the position as their budgets allowed and NYFS made up <br />17 the difference in orderto make this innovativeservice possible. <br />18 <br />19 The services provided by the community case manager include: <br />20 <br />21 Proactive outreach to households identified by law enforcement <br />22 Development of a trusted relationship with household members <br />23 Assessment of issues and current resources utilized <br />24 Co-development of a Goal Action Plan to increase healthy behavior <br />25 Periodic follow up to measure progress on the Goal Action Plan <br />26 Cooperative interaction with the local police department to provide a feedback loop <br />27 The goals of the program are to help individuals experiencing mental health crisis and their families <br />28 to increase healthy behaviors and reduce law enforcement contacts. <br />29 <br />Page 1of 3 <br /> <br />
