34 includes creating a new onboarding process for the commission, and beginning work with the <br />35 city’s Diversity, Equity and Inclusion consultant. Additionally, the Council has authorized the <br />36 position of an Equity and Inclusion Manager with the intention of having this position begin in <br />37 April. With all of the changes surrounding work that falls under parts of the HRIEC scope, staff <br />38 recommends postponing the filling of these vacancies until a later date. <br />39 <br />40 This would leave six Commissioners and 1 Youth Commissioneron the HRIEC. Under City <br />41 Code, when a vacancy exists on a commission, a quorum shall consist of a majority of the <br />42 Commission’s non-vacant seats. Therefore, should the three vacancies not be filled, a quorum <br />43 would consist of 4 of the 6 members on the commission. <br />44 <br />45 Should the Commission be ready to onboard new commissioners when the City Council <br />46 considers other vacancies in September, Council could advertise for vacancies at that time. <br />47 <br />48 Listed below is a draft timeline for Reappointments and Appointments: <br />49 January 4 –Council considers process for declaring vacancies and reappointing <br />50 commissioners. <br />51 January 25 – Interview returning commissioners (optional) <br />52 February 8 –Reappoint commissioners. Declare vacancies. Authorize staff to <br />53 advertise for commission vacancies with a March 10 deadline for applications. <br />54 March 15 – Interview new commission applicants. <br />55 March 22 – Appoint applicants to fill vacancies for terms beginning April 1, 2021. <br />56 R EQUESTED C OUNCIL A CTION <br />57 Various actions are requested depending upon Council preference: <br />58 <br />59 Council is asked to choose one of the following options for the reappointment process. <br />60 Option 1: Interview Commissioners seeking reappointment. <br />61 Option 2: Do not interview Commissioners seeking reappointment. <br />62 <br />63 Council also has the options below for reappointing commissioners: <br />64 Option 1: Reappoint commissioners and declare vacancies.
