REQUEST FOR COUNCIL ACTION <br />Date: January 25, 2021 <br />Item No.:7.h <br />Department Approval City Manager Approval <br />Item Description: Discuss Roseville’s 2021Legislative Priorities <br />1 B ACKGROUND <br />2 On January 4, the City Council discussed the 2021 Legislative Priorities. Minutes from that <br />3 discussion are included as Attachment A. <br />4 <br />5 From the discussion, it appears that the City Council was interested in maintaining the majority of <br />6 the legislative priorities from 2020, only removing two items: 1) the liquor license for the Cedarholm <br />7 Community Building as it was enacted into law; and 2) removing the priority regarding Presidential <br />8 Primaries as it not a relevant issue in 2021. The City Council also wanted further discussion about <br />9 requesting funding for additional improvements to the OVAL that were not included in the last <br />10 bonding bill. Finally, the City Council discussed adding several new items to the Legislative <br />11 Priorities. These included: <br />12 <br />13 Theft and Sale of Catalytic Convertors <br />14 Mental Health Funding in Public Safety <br />15 Police Arbitration Reform <br />16 Additional Affordable Housing Funding <br />17 Support of Equal Rights Amendment <br />18 <br />19 As discussed in the January 4 RCA, staff would also like to add a priority regarding support of <br />20 increasing local fees for Deputy Registrars. <br />21 <br />22 Review of Existing Priorities <br />23 Staff suggests the City Council once again review the 2020 Legislative Priorities(Attachment B) and <br />24 determine if there are any changes to make for the 2021 priorities. <br />25 <br />26 2020 High Priority Items <br />27 The following legislative priorities are ones that the City of Roseville directly supports and will <br />28 directly engage the Minnesota Legislature to ensure passage of legislation that implement these <br />29 priorities. <br />30 Seek financial support for capital improvements for the state and regional asset of the <br />31 Guidant John Rose Minnesota OVAL and support facilities through the 2020 State Bonding <br />32 Bill* <br />33 Allow Cedarholm Community Building to have an on-sale intoxicating liquor license** <br />34 Allow Municipal Hotel Licensing <br />35 Allowing a Taproom and Cocktail Room on the same premise <br />Page 1 of 6 <br /> <br />
