Catalytic convertors are easy to steal and with the 91 proper tools it only takes a few minutes to remove them. Catalytic convertors have a high resale 92 value and are often sold to scrap metal dealers for couple hundred of dollars. The cost for repair by 93 the vehicle owner can cost up to a couple thousand dollars. 94 95 Senator Marty has previously introduced a bill that requires scrap metal dealers from buying 96 catalytic convertors other than from auto repair or recycling businesses. Under the bill, (Attachment 97 C) the seller will need to provide proof that they are the owner of the catalytic convertor. The 98 Minnesota Police Chiefs Association supports this legislation.
