REQUEST FOR COUNCIL ACTION <br />Date: February 8, 2021 <br />Item No.: 9.d <br />Department ApprovalCity Manager Approval <br />Item Description:Authorize Mayor and City Manager to Execute a ProfessionalServices <br />Agreement with the Saint Paul Area Chamber of Commerce and a <br />Cooperative Funding Agreement with the Cities of Maplewood and St. Paul <br />Regarding 2021Funding of the Rice & Larpenteur Alliance <br />1 B ACKGROUND <br />2 Dating to the summer of 2016, the City has been actively engaging with the cities of Maplewood and <br />3 St. Paul, along with Ramsey County, regarding revitalizing and re-envisioning the Rice Street and <br />4 Larpenteur Avenue corridor. Since then, the cities and County commissioned a Rice and Larpenteur <br />5 Area Visioning Plan, which was accepted in 2018. To begin implementation of that plan, the cities <br />6 and County sought Requests for Proposals in early 2019, ultimately selectingthe Saint Paul Area <br />7 Chamber of Commerce (SPACC) to provide consulting services surrounding implementation of the <br />8 Vision Planthrough creation of the Rice & Larpenteur Alliance. <br />9 On April 22, 2019,the City Council authorized a Professional Services Agreement with SPACCand <br />10 aCooperative Funding Agreement with the cities of Maplewood and St. Paul for Rice & Larpenteur <br />11 Alliance efforts from April 22, 2019 thru March 1, 2020. On March 9, 2020, the City Council <br />12 authorized the same agreements for funding the Alliance for a second year. The Professional Services <br />13 Agreement(Attachment A) provides funding to SPACC for professional services to run the Rice & <br />14 Larpenteur Alliance. Since Roseville serves as the fiscal agent to the Alliance, the Cooperative <br />15 Funding Agreement (Attachment B) is with the cities of St. Paul and Maplewood, who provide their <br />16 Alliance funding to the City of Roseville, who uses it, coupled withCityfunds, to pay for SPACC’s <br />17 professional services. <br />18 Kim O’Brien with SPACC, who serves as the Executive Director to the Rice & Larpenteur Alliance, <br />19 provided a2020Rice & Larpenteur Annual Report outlining activities and accomplishments from the <br />20 past year (Attachment C). Moving into the thirdyear, the Alliance willcontinue on with its current <br />21 structural model whereby SPACC provides professional services to the Alliance. As such, City staff <br />22 seeks authorization to enter into the necessary contracts to fund the thirdyear, which runs from March <br />23 2, 2021–March 1, 2022. Exhibit A to the Professional Services Agreement consists of a Work Plan. <br />24 The final Work Plan will be prepared during the Alliance’s annual meeting, which is tentatively <br />th <br />25 scheduled for February 17. Once finalized, staff will insert into the agreement. <br />26 P OLICY O BJECTIVE <br />27 The corridor of Rice and Larpenteur that borders southeast Roseville was originally identified in the <br />28 City’s Policy Priority Plan in 2016 as an Economic Development Strategic Initiative.
