If it is too <br />145 strong, these will reset and there will not be any punishment for irresponsible <br />146 renters. If there are responsible renters in neighborhoods, then a strict policy will <br />147 not be a problem. He encouraged the Council to make this less lenient and have <br />148 the punishments go in much quicker and steeper so people doing this understand <br />149 the importance in how much the residents value their neighborhoods. He agreed <br />150 that the minimum stay needs to be longer because two or three days within a <br />151 seven-day period is still every weekend. He thought it was definitely essential <br />152 that this is strict and lengthy considering the future of Roseville and what they <br />153 want to invest in the community. <br />154 <br />155 Mr. Andrew and Ms. Maggie Montain, 286 McCarrons Blvd S <br />156 Mr. Montain thanked the Council for everything they are doing. He wanted to <br />157 echo the comments of the neighbors. For him, the concern is mainly the length of <br />158 stay and he would like to see the Council focus on that. He indicated he was open <br />159 to 30 days or even 14 days. He thought three violations was also too many. He <br />160 did not quite understand the repercussions. He would like the Council to dis-in- <br />161 centivize this activity because the rental property near them can probably net <br />162 $1,000 on some nights or weekends so to dis-incentivizethat practice might take <br />163 something specific. <br />164 <br />165 Ms. Montain indicated this past summer was drastically different than previous <br />166 years with a new rental property next door. She could tell there was an invest- <br />167 ment in making their voices heard for how this could be more of a community and <br />168 neighbors can participate in the things they care about and the natural resource <br />169 that is Lake McCarrons but also just the community that is Roseville. She indi- <br />170 cated this has made them think about their property, if they will stay, and how it <br />171 affects their property value. She noted there is also an environmental part to this <br />172 as well because the people who rent do not have an investment in the lake or City. <br />173 <br />174 Mr. Richard and Ms. Alyssa Hess, 1913 Shady Beach Avenue <br />175 Ms. Hess explained they really appreciated the effort to comeup with a creative <br />176 solution that fits the community; however, she felt obligated to throw her two <br />177 cents in about having fewer residents within a timeframe, but in her opinion, the <br />178 nature of a two- or three-night stay, if that were to be the exception, unfortunately <br />179 it seems to be to blow off steam. Knowing that their backyard is so close to one <br />180 of these rentals and that there are young kids who like to enjoy the backyard, it <br />181 makes them feel hesitant if people are blowing off steam in the next backyard. <br />182 She asked how can her family feel comfortable being out there with young chil- <br />183 dren. The other issue is the value of their homes and how will this affect that. <br /> <br />
