She asked the Council to make these decisions, think of them- <br />96 selves, and think about what it would be like in their neighborhood as well. <br />97 <br />98 Ms. Michelle Mulvel, 1885 Shady Beach Avenue <br />99 Ms. Mulvel indicated she is lives in the house closest to the boat launch. She <br />100 thought that most of the houses, with the exception of the one across the lake from <br />101 her, have been very respectful and have not been a problem. She did not think <br />102 people should be punished for the very few exceptions that there have been. She <br />103 noted a big thing that was discussed briefly on the last call, the major issue with <br />104 the house across the street from them, is that it was bought specifically to be a <br />105 full-time VRBO and has one bathroom but advertises, even today, for twelve peo- <br />106 ple to stay. She thought the City could address that issue. She preferred Mayor <br />107 Roe’s suggestion of it being a three- or four-day rental with several days in be- <br />108 tween stays so it is not continuous. <br />109 <br />110 Ms. Renee Pardello <br />111 Ms. Pardello thought regarding the notification of 350 feet for neighbors, for <br />112 properties on the lake, it made sense to expand that notification because it is the <br />113 backyard. Also, it is the backyard of many people, even the high-density housing <br />114 units around the lake. The lake and the public areas of the lake are for the public <br />115 good and for everyone. She also thought the City neededto take into account <br />116 what happened this past summer when other people are using the lake and the <br />117 practices of boatingbecause this affects erosion, fish habitat, and aquatic vegeta- <br />118 tion which affects the public good that the City of Roseville has. She asked what <br />119 the City considers owner-occupied and does that mean it is homesteaded. <br />120 <br />121 Ms. Mary Beth Hess and Mr. Frank Hess, 1907 Shady Beach Avenue <br />122 Ms. Hess stated she would like the Council to think about what would be most fa- <br />123 vorable for most Roseville residents. What she is hearing, is that according to the <br />th <br />124 September 28attachment F, there are fewer than 12 people. There are probably <br />125 8 or 9 rentals that would be favorably impacted with short-term rentals whereas <br />126 hundreds of families are impacted in a negative way with the short-term rentals. <br />127 She asked who the City is trying to impact with its decision. Right now, there is a <br />128 renter next to them that is renting for four months, which is awesome. But previ- <br />129 ously, it was a new person every couple of days, which was concerning to them. <br />130 She explained there are some people interested in 30-day minimum rental on all <br />131 of these units. She indicated the neighbors would all be happy and there are peo- <br />132 ple out there that will be able to use that. Ms. Hess noted a lot of cities have <br />133 banned short-term rentals for good reason because these rentals have a negative <br />134 impact on the communities. <br />135 <br />136 Mr. Hess explained he has lived on the lake since 1977 and last year was the <br />137 worst experience he has had in all of those years. There was drug use, unattended <br />138 fires, vulgarities,and every week was something different. He thought seven <br /> <br />
