She reported <br />230 the VRBO on her block resulted in a hugehigh school party, weapons, prostitution, <br />231 drug use, fires, uncontrolled dog barking, excessive cars,and bachelor parties with <br />232 parking on all of the surrounding streets. She wondered who would be taking these <br />233 calls and who is going to check to make sure 16 people are not actually staying <br />234 there. She thought before the Council decides what is too many violations, the <br />235 Council needs to figure out who will manage the complaints.. <br />236 <br />237 Mayor Roe stated the general thought was to contact the Police Department, which <br />238 was in the staff report. He believed Community Development would be tracking it <br />239 because they are the licensing entity. <br />240 <br />241 Ms. Gundlach indicated that was generally correct. The Ordinance lists violations <br />242 that could be present. Anything with drug use is something the Police Department <br />243 should respond to and anybody who has called her with complaints on short-term <br />244 rentals has been told to call the police because the can confirm violations. If there <br />245 are parking or nuisance violations or property maintenance violations, they can be <br />246 reported to the Community Development Department and staff inspectors can con- <br />247 firm those violations. <br />248 <br />249 Ms. Gundlach thought staff would be supportive if the Council wanted to reduce <br />250 the number of violations within 180 days, especially if staff has this license in place <br />251 and the regulatory tools to track them. She would not have any problem if the <br />252 Council wanted to decrease the number of violations on a first offense, second of- <br />253 fense, and revocation. <br />254 <br />255 Ms. Gundlach explained in relation to the minimum number of days, the City does <br />256 not have staff to inspect these rentals on a regular basis. When talking about a <br />257 minimum rental period, in short-termrental, staff specifically used the term “rentals <br />258 for seven consecutive days or less are prohibited.” This does not necessarily mean <br />259 that a person could not take a renter who is only in the unit for three days, but they <br />260 have to have at least seven days as a rental. These would need to be priced accord- <br />261 ingly but if they know Roseville only allows them to have three rentals in a 30-day <br />262 period, the owner can organize that however they wish. The idea behind that was <br />263 limiting the number of new people in a neighborhood in the short-termrentals. <br />264 <br />265 Councilmember Willmus explained he would be fine with the suggestion of tight- <br />266 ening up the violation schedule and looking at that. He certainly did feel that the <br />267 City needs to set a not less thanstay that is something greater than seven days. <br />268 Ideally, it would be somewhere from ten days to two weeks. <br />269 <br />270 Councilmember Etten indicated he would be supportive for short-term rental hav- <br />271 ing a smaller number of violations. He suggested two violations within 180 days. <br />272 He would also be open to a longer rental period such as nine- or ten-dayrental in <br /> <br />
